The attached paper looks into heaters that use eddy currents induced into conductors moving across magnets, or vice versa.  These are calimed to be OU.  It is shown that at high enough speeds there is a phase shift (like armature reaction in motors) and the magnets then "see" a cicular electric field with a DC component.  That DC component can account for excess energy actually being taken from the electron spins in the magnet.
