What should be in a Special Economic Zone?

China used Special Economic Zones successfully.  China is helping to set up many Special Economic Zones in the One Belt One Road Nations.  What should be in a Special Economic Zone?

1.   Model Infrastructures such as electricity, water, sewage, garbage disposal, roads, railways, schools, malls, residential areas, recreational facilities, hospitals, retirement centers etc.  In other words, there must be excellent city planning right from the beginning.  The plans should cater for the local climate, culture and needs of Citizens, Foreign Workers and Tourists.
2.   Special Policies that may be different from other parts of the Nation.  The most obvious is the tax structure.  Governments plan to generate wealth via increased Meaningful Economic Activities and not tax revenues.
3.   Possible “International Zones” within the Special Economic Zones.  These “International Zones” include restaurants, retail stores, exhibition halls, entertainment areas and business activity centers.  Special events such as celebrations on the National Days can be scheduled.
4.   Internet demonstration Centers that can monitor the businesses in the Special Economic Zones.  For example, the computer systems of a fast food restaurant can already monitor the on-line business transactions.  The same technology can be modified to retail stores, factories, amusement parks and hotels etc.
5.   E-commerce Centers.  There is no need for actual floor space for many businesses.  Many small and medium size businesses can be on-line.  Efficient International payment systems should be developed.  (China can help to set up RMB as the default settlement and reserve currency in such Special Economic Zones.)

6.   Mutual Credits.  China will accept much of the payment of Infrastructures with the currency of the OBOR Nations.  These Nations will not have much debt.  China can use their currency to build Modern Wealth for them.
7.   One of the key demonstrations is sure-win businesses.  When China holds a large quantity of Currency B, China can use that Currency B to generate sure-win businesses.  For example, China can set up an eatery with much of the overhead paid to the locals in Currency B.  The eatery will have many International Food Stalls managed by the many OBOR Nations.  These Stalls will focus on specialty food.
8.   Students in Hotel Management or Food Catering may be paid and work in such eatery for specified times.  Much effort will be paid to foster friendship and mutual respect.  The model can be expanded to other establishments including retail, factory, design, think tanks etc.
9.   The experience gained in the Special Economic Zones will be appropriately promoted.  When ready, the OROB conferences may be held at such Special Economic Zones.  Local Universities should have a department in the Special Economic Zones to give it an academic element.

10.   One of the elements to consider is the speculative element.  When one Special Economic Zones is successful, many investors will pour money into that and other Special Economic Zones.  For example, the Special Economic Zone of Shenzhen is spectacularly successful.  Much speculative money poured in.  The planners of the Special Economic Zones should make consideration for such Investors.  They will give most projects additional momentum. (Watch the bubbles.)
11.   Success stories of how different Individuals make their fortune.  Almost all the Chinese Entrepreneurs made their fortune within the last 30 years. Many new entrepreneurs will make their fortune in the Special Economic Zones in the coming decades.  Translate such stories into many different languages and use actors of many races.  One motivating story is Former US president Obama – a black person can become the president of USA.
12.   Tie scientific and technological successes with motivating stories.  Tell the story of building the Three Gorges Dam.  Create a love story to arouse the emotions.  Promote the new Globalisation Spirit subtly – win-win, plan, work and enjoy the fruits together.  Promote racial harmony as much as possible.

13.   Use the Think Tanks well.  These Think Tanks can solve current problems.  For example, USA sees North Korea developing Nuclear Missile Capabilities as a problem.  North Korea sees such capabilities as long term security for the Nation.  Rather than waiting for the outcome, Think Tanks can propose their solution in movies and stories.  Another current event is the India-China Border Dispute.  This event has the funny side of soldiers pushing each other rather than shooting.  The solution stories should be educational and point to win-win.
14.   There should also be stories of mixed marriages, traditional customs and modern concept conflicts, religious harmonies and international joint ventures.  Promote the concept that technology can be learned, mastered and improved.  Technology and innovation do not depend on IQ.  Machines now have higher IQ than humans.
15.   Tourism and short-term work tours should be strongly encouraged.  Prepare the participants well.  Make sure the experiences are enjoyable and memorable.  Create opportunities for retired people to contribute – not via competition but via experience and kindness.
16.   Financial stories should be played out.  Take the example of printing thin-air money. The stories can cover the whole range of refusing to print, over-printing and printing appropriately.  The stories can also cover Currency Swaps, Mutual Credits and cashless societies.
17.   Financial stories of the Asian Financial Crisis in 1997, collapse of USSR in 1991, subtle attack on the RMB causing the loss of one trillion USD will also be educational.  Tell the story from both sides – the victors and the victims.  In addition, the Rise of Vietnam, Singapore, Thailand and many other Countries may be motivating stories.  There will be no shortage of topics.
18.   Many of the innovative solutions can be tried in the Special Economic Zones.  It does not matter if some projects fail.  Example of innovative solutions may include traffic jam free cities, cashless society, energy saving technologies, relationship selling, new biological and agricultural technologies.

19.   The management of the Special Economic Zones must have the Super Silicon Valley Mentality.  Everything is only third class.  It is our duty to improve them to second or first class.  Everything covers infrastructures, law and order, social services, care for each other and Globalization attitude.  The constant strive for excellence will make the Special Economic Zones shine as example for the World.
20.   The Think Tanks must try to provide constant monitoring, think out-of-the-box, debate with one another, examine and redefine what are the Meaningful Economic Activities?  They should use structured internet forums to provide logical and improving suggestions.
21.   The projects should be divided into long-term, non-profit making funded by Government Thin-Money and short-term, profit making projects funded by the Private Sector.  Make sure the projects are thought out carefully and managed vigorously.  Have special Five Year Plans for the Special Economic Zones.

Secret conversation between India and Pakistan Think Tanks.

India: "Britain divided us.  We want re-unification again.  What can we do?”

Pakistan: “The outside world thinks that we are enemies.  Even some of our own citizens do not see re-unification as a goal.”

India: “Let us create some incident to arouse Nationalism.”

Pakistan: “Let us provoke China.  But keep the incident small so as to arouse Nationalism but do not invoke war.”

India: “Leave that to us.”

*Edited on Aug 26, 2017

At the end of the Second World War, many Nations were divided along the Capitalism and Communism lines. India was a special case as it was divided along religion lines by the British.  The West always presumed such Divide and Rule tactics would work.

There is another mechanism at work on the minds of the Divided Nations.  That mechanism is re-unification.  Most Chinese see Taiwan as part of China and look forward to eventual re-unification.  Germany was re-united peacefully.

Will India and Pakistan be peacefully united eventually?  Globalization will eventually enable all Human Beings to travel and work anywhere on Planet Earth.  Re-unification will be a stepping stone.  It is not a dream.

Creating stories to change the future 2

Secret conversation at an Indian Think Tank.

Person A: “It is decided to stimulate the Patriotism to unite the Nation – India, Pakistan and others included.  But do not cause harm to the economy.”

Person B: “Start a small border disturbance with China.  Choose a place where we have military superiority.  Use no firearms.  Control the situation with mobile phones all the time.”

Person C: “This is like the dispute of China and Japan over an uninhabited Island.  Indians will be incited to boycott Chinese goods.  That will help the Indian manufacturers.”

Person A: “Will the Chinese over-react and shoot our soldiers?”

Person B: “China wants to promote itself as a great peaceful power with the OROB initiative.  They will restrain their soldiers.  Their soldiers all have mobile phones.”

Person C: “China is likely to help Pakistan more.  That is good for the final united India.  It is like US selling advanced military technology to Taiwan.  Much of that information will be passed secretly to China.”

*Edited on Aug 27, 2017

Patriotism is good if it unites and motivates a Nation to do constructive things.  But it can also be dangerous as the average citizen can be incited to act foolishly.  Regional and World Wars may result.

Once the crowd is incited, the consequence is often unpredictable.  The most common is mob violence.  In Hong Kong, we have some University Professors teaching students that breaking the Law is morally correct for the right cause.  Governments can be toppled by student or crowd protests or revolutions.  The professor also taught the students that Democracy would allow the best and most qualified persons to be elected.  Just believe in majority judgement.

The actual experience in Hong Kong is very different.  The Legislative Council Elections elected totally unqualified persons who advocate breaking away from China.  Many did not respect the rules in the Council and did their best to stall and object to policies.  They vowed to turn the High Speed Rail to Snail Rail in Hong Kong.  The staple saga by a Founding Democratic Party Member is an example.

The India-China Border Incident so far is more words than violence.  Some Indian Politicians believe that it is achieving the goal of stopping the road construction and generating more patriotism within India.  Indians will boycott Chinese Goods and create more opportunities for Indian manufacturers.

Fortunately, the Internet allows opinions from many sides.  Some try to incite.  Some try to reason.  The First or Second World War type propaganda trying to get citizens to “die for the Nation” is less likely to succeed.  When citizens experienced prosperity via peace and trade, they do not want to see their hard work destroyed.

Both Chinese and Indian Citizens experienced increasing standard of living in the last few decades.  Hopefully, they will not be incited to support regional or nuclear wars.  (Some of the inciting posts are from Outside Powers who want to see China and India destroying each other.)

**Edited on Aug 29, 2017

The India-China Border incident was resolved peacefully.  Both sides claimed victory.  It showed that both Indian and Chinese Leadership were sensible.  With peace, both Nations can continue their rapid economic growth uninterrupted.

Creating stories to change the future 3

Secret conversation at a Chinese Think Tank.

Thinker A: “Indian soldiers crossed the Border trying to disrupt our building a road.”

Thinker B: “Use that as a way to deal with the pressure from USA.  USA wants us to stop the nuclear missile program in North Korea."

Thinker C: “It is impossible as North Korea is determined.  Their scientists and engineers are smart.  They can achieve what we achieved over 50 years ago.  We can tell the Americans that we are dealing with a much more serious threat from a Nation with proven nuclear weapons.”

Thinker A: “Good idea.  Will the Americans fall for it?”

Thinker B: “It does not matter.  We just ask our soldiers to push and throw rocks.  Make sure that they do not fire the first shot.  Time is on the side of North Korea.  Once they have demonstrated that they have the nuclear missile capability that can do harm to USA Cities, the only solution is sitting down at the negotiating table.”

Thinker C: “Will the USA missile defense system be able to totally protect USA?”

Thinker A: “You said it.  Totally.”

Thinker B: “It is much easier for the Politicians to sit down at the negotiation table.  We can spread information or rumors of what might happen if a nuclear missile make its way to Los Angeles.”

Thinker A: “We can rumor that North Korean Missiles have Flying Saucer Capabilities.  They do not just move in straight lines.  It can be done with a small side-thrust engine.”

*Edited on Aug 31, 2017

The Communist Party Leaders in China see the Border Incident with India as minor irritation.  The soldiers are asked to restrain.  Media in the West tried to blow it up as imminent war between China and India.  The politicians who want to derail China and India from their rapid economic growth are trying to incite via saber shaking posts.  The cost to them is trivial.  Will India or China be stupid enough to fall for it?

The Doklam issue is now resolved.  Both sides claimed victory.  No shots were fired.  It was win-win.  India raised the incident to attract World Attention and aroused Patriotism.  China saw its own Patriotism and showed the World that it is a peaceful Dragon.

Secret conversation at a Pakistan Think Tank.

Expert A: “The many OROB projects on the Pakistan side are moving along smoothly.”

Expert B: “China sees the Gwadar Port as a way to bypass the India Ocean.  It is very different from Singapore managing that Port.”

Expert A: “China sees Globalization as eventual peaceful exchange of goods and people.  It claims not to seek domination.”

Expert C: “The old Colonial Powers starting from Spain, Portugal, Britain, France, Germany etc. treated the borders of the undeveloped Nations as lines that they could cross any time.  They could occupy the land and capture the humans as slaves any time.  China will never be able to do that in the modern era.”

Expert D: “It is win-win for us.  We just need to learn, master and improve the various technologies.  Our development will be faster with help.  But we must not just depend on outside help.  We must help ourselves.”

*Edited on Aug 27, 2017

Pakistan students studying overseas have demonstrated that they are amongst the best in the World.  Pakistan has developed the Nuclear Weapons.  They can master technology, technology and technology.

What is keeping them from rapid economic development?  Most scholars will say that the Government spend too much energy and resources on the Military.  Pakistan does not have a leader like Lee Kuan Yew of Singapore.  A Leader must be able to lay out the plans and motivate its people to execute the plans.  A Leader must be able to encourage the Individuals to contribute their best.  Motivating individuals is best done by Money.

China have demonstrated that printing money to build infrastructures will make many Companies wealthy.  The additional money pumped into the economy makes many more individuals rich.  Capital is not a scarce resource.  Knowledge and technology can be learned.  However, they cannot be learned in one day.  But collectively, they can be learned in a few years and definitely in a few decades.  China uses Five Year Plans.  The good thing about Five Year Plans is that citizens can see the results without waiting for too long.

Now China is helping Pakistan as a main OROB project.  There will be disruptions.  Is it possible for the internal conflicts within Pakistan to settle down?  Is it possible to ignore the external disruptions?  China and India are likely to settle their border disputes peacefully.  Ethiopia can grow at close to 10%.  India can grow at higher than 7%.  Can Pakistan grow at higher than 7% also?  Are the plans ready?  Use the best IT technology to do the what-if analysis and monitor every step with scientific feedback and webcams…

Secret conversation at an USA Think Tank.

Prof. A: “The Nuclear Missile Projects in North Korea are moving along faster than we estimated.  In the Middle East, we can ask Israel to bomb them.”

Prof. B: “If we bomb them ourselves, what would happen?”

Prof. C: “If we could not destroy their capability forever, there might be nuclear revenge.”

Prof. A: “The existing Nuclear Powers such as Russia, China, India, and Pakistan will double their efforts in building and perfecting their nuclear arsenal.  If we destroy North Korea totally, one or more of our allies might be destroyed totally.  It would be worse than the Cold War.”

Prof. B: “Does that mean we have to accept North Korea as a Nuclear Weapon Nation similar to India and Pakistan?  Would that encourage other Nations to go nuclear?”

Prof. C: “Technology cannot be bottled up.  It is a matter of time.  We may have to consider the Chinese Approach – help all Nations rich, win-win, plan, work and enjoy the fruits together.”

Prof. A: “We may have to consider the two camp competition approach.   When all Nations get rich, the temptation of destroying others will disappear.”

*Edited on Aug 27, 2017

There is no doubt in my mind that the Professors at Harvard or MIT know that the key element for Developing Nations is technology, technology and technology.

They just let the Politicians slow down the Developing Nations with corruption, dead aid and propaganda.  USA allowed or secretly encouraged drug trafficking – Philippines now kills drug lords to stem out drugs.  USA accuses Philippines for human right violations.  China was under the evil effect of opium introduced by the British at one time.  Now if you sell opium in China, you are punishable by death.  It took a strong government hand to solve the problem.

I am sure that the Professors also see the qualities of the Asian Students.  They are more motivated.  They dedicate much more time to solving the complicated problems of Physics, Chemistry, Biology and engineering.  Technology can be mastered by these youngsters.

The knowledge and technology gap between Developed and Developing Nations is narrowing fast.  China is helping via the OROB initiative.  USA must rethink its role in the New World.  Should it compete with the Russia+China Camp to help Developing Nations rich???

Secret conversation at a Chinese Think Tank.

Thinker A: “We are helping to setup many Special Economic Zones in various Nations.  Some of them are not moving along as fast as we hoped.  What should be in a Special Economic Zone?”

Thinker B: “Read reply 126 in this thread.”

Thinker C: “Treat it as third class.  Improve it to second and first class.”

Thinker A: “Circulate it as widely as possible.  It will change the World.”

Thinker B: “USA and allies thought that they could hold their dominance forever.  They thought the Poor and Developing Nations would never catch up.  They could incite border disputes and regional wars.  They could use financial weapons and corruption to destroy Nations or set them backwards.

Thinker C: “That worked for a long time.  But the rise of many Asian Nations including China and India gave the Poor and Developing Nations hope.  It is better to believe in One Belt One Road and see the Infrastructures built.  It is better to draft and implement the Five Year Plans.  The alternative is to pray and hope for a better life in Heaven.”

*Edited on Aug 28, 2017

I spent much time in Shenzhen in the last few years myself.  I saw the building of their subway system from nothing to one of the most efficient in the World.  I spent some nights in the early hotels and flats and I also spent some nights in the new five star hotels.

When one witnesses the development of a City in front of one’s eyes, one has to accept the achievement of China.  Some claimed that the GDP growth figures were false.  Some claimed that the citizens were worse off without democracy.

Shenzhen is one of the earliest and most successful Special Economic Zones.  It already has a larger population than Hong Kong.  Its GDP is likely to surpass Hong Kong soon.  The mood of citizens is very different from Hong Kong.  Shenzhen Citizens talk about making more money in changing jobs, in buying stocks, and in setting up businesses.  Many laughed at the Democracy in Hong Kong and in USA.  They prefer to enjoy their wealth, play on WeChat, than wasting time discussing politics.  That is likely to happen in most of OROB Special Economic Zones.  Economy comes first.  Learn, master and improve the technology, technology and technology.

Conversation of Politicians in Hong Kong

Politician A: “The Democratic Party staple saga turned Hong Kong into a laughing stock of the World.”

Politician B: “We can change the situation with some successful events.”

Politician C: “How about implementing Super Democracy?  We understand the theory.  We can set up Structured Internet Forums.  The Hong Kong Citizens are highly educated.  They can catch on the idea quickly.”

Politician A: “How would the Powers Behind react?”

Politician B: “What do you mean?”

Politician A: “One Power is Beijing.  Just mentioning the word – democracy – will cause objections.”

Politician B: “Tell the World that the present Democracy is Stupid.  Beijing will be happy to hear that.

Politician C: “Following that with a thorough discussion of Super Democracy – Structured Internet Forums, Qualifying Candidates, experimental votes to replace or supplement Public Opinion Polls, thorough display of reasoning and logic, speed of passing and implementing of policies, success examples to show the World.”

Politician A: “Who will lead?”

Conversation of Budding Politicians in China

Thinker A: “China now have this Ph.D. program for CEOs.  The qualification is managing a Company of over 1,000 persons with an annual revenue of over 1 billion RMB.  The time frame is 5 years.  Students present a paper every month and spend 3 days a month in Beijing.  Each class will not be more than 50 students.”

Thinker B: “This is not the average Ph.D. program.  It aims to train the future leaders of China.  The CEOs will become the top Think Tanks of China.”

Thinker C: “What kind of papers will these students write?”

Thinker A: “All kinds of economic and political topics including current events.  Some examples include the future of OROB, Implementing OROB in Gwadar, Implementing OROB in Africa, RMB as a Settlement and Reserve Currency,  the impact of the two child policy, taking advantage of the Political Situation in Philippines, etc.”

Thinker B: “The students in this program will present at least 50 papers and get exposed to papers from 50 others.  They can use their own staff to help them.  They already have vast management and financial experience.  Most of them should be in their Thirties or Forties.  They are being gloomed to be the future leaders of China.”

Thinker C: “These highly qualified individuals are expected to be much better than the Representatives voted via Stupid Democracy.”

Thinker B: “There will be accusation of China ruled by elite.  But I believe it is better than USA electing Donald Trump.”

*Edited on Aug 27, 2017

It is always difficult to get competent Leadership.  Good Leaders grow old and need to be replaced.  Western Democracy advocates voting by the masses.  There should be minimum qualification requirements for the Candidates and trust the result to the wisdom of the majority of voters.

The Communist Party in China is allowing Leaders to take charge for two 5 year terms.  The candidates must have governing experience.  There are Five Year Plans and more long-term goals.  The focus is on economy.  That single minded focus has allowed the China Economy to grow uninterrupted for three decades.  The OBOR initiative is likely to provide fuel for the economic engine for a few more decades.

The Internet in China is so powerful that complete censorship is impossible.  Most citizens are experiencing a rising standard of living.  That generates hope and support/tolerance  of the One Party System.  They also see stupid democracy in Hong Kong and now in USA – the champion of democracy.

The new CEO PhD program is funded by the richest man in Hong Kong, Mr. Lee Kar Sheng.  Some students are from Hong Kong.  They and their staff are becoming the top Think Tanks of China.  Thus Hong Kong is contributing its part to the growth of China.

Conversation of Economists in India

Person A: “Is India on the right economic path?  The GDP growth is over seven percent.  Infrastructures are being built.  The living standard of the citizens is improving.  What else can be done better?”

Person B: “Set up Special Economic Zones to try out Super Democracy, Cashless Society, Robots to achieve high efficiency, Traffic Jam Free Cities, Internet Conferences, Life-long Education, Green Energy Industries and other Innovative ideas.”

Person C: “Should India be content to grow at the present rate?  The thin-air money is already being spent wisely on Infrastructures.  India may not be capturing the Headlines as China.  But our growth is fast and well controlled.  Our youngsters see hope and prosperity.  They know that if they work hard, they will have a better future than their parents.”

Person A: “I want to focus more on Thin-air Money.  Is it really true that we can pump out thin-air money to develop our Infrastructures without bad side-effects?”

Person B: “I was educated in Britain with the old school of economics.  Adam Smith concepts were Gospels. It took me a long time to accept that Capital is not a scarce resource.  I believed a Nation should function like an Individual – work hard and accumulate wealth.  Money must be earned and not printed.”

Person C: “I still remember the many nights we argued and yelled at each other.  Fortunately, in our hearts, we knew that we are trying to introduce the best for India.  So far, we have not borrowed much from World Bank or IMF.  We have not gotten huge Foreign Investment.  But our Infrastructures are popping up everywhere.”

Person A: “Some Western Economists told me that we must pay back the thin-air money.  If we do not pay, our future generations must pay.  Are they right?”

Person C: “They are wrong.  We shall leave Infrastructures, knowledge and security for our children.  We shall not leave debts for them to repay.  We never need to borrow from World Bank, IMF, or AIIB.  We borrow from our own State Banks.  They need to master and control the science of thin-air money creation and removal.  Capitalism is dead.  It is a thing of the past.”

Person B: “For a Nation, it is no longer – who has the gold rules.  The infinite Gold Mine is behind the Nation.  It is a matter of translating this Gold into Meaningful Economic Activities to benefit the Citizens.”

Person C: “If we spend 100 billion to build a road, we can add 100 billion to our assets.  We always have a balanced budget.  Make sure that we have the technology, technology and technology.”

*Edited on Aug 26, 2017

Governments can authorize Banks to print money.  They can also authorize Banks to loan out more money than they receive in deposits.  Thus, Banking is a special industry.  Hong Kong used to have many small, private banks.  However, they could be eaten up easily via rumors causing a run on the Bank.

In China, the Big Banks are essentially Government owned – even though their shares can be traded on the Stock Market.  Some Western Advisors tell China to deregulate the financial sector.  That is asking China to take poison.  China took their stupid advice to let the RMB Offshore Exchange Rate float under Market Forces.  That stupid advice caused China to lose over one trillion USD of its Foreign Currency Reserve.  China traded in the unregulated Foreign Exchanges of UK and USA.  These are effectively casinos with no limits.  China finally learned the lesson.  Either gamble in China’s own Casino or do not gamble at all.  China now ignores the Market Forces and specifies the RMB Exchange Rate at its own liking.

China can now force the RMB to appreciate slowly at a controlled pace.  RMB deposits command a higher interest.  RMB can be used to buy Chinese Goods.  These factors will encourage individuals, companies and Nations to use RMB as Settlement or Reserve Currency.  The importance of RMB will grow especially with the growth of the OROB Nations.

The lesson – Western Economists may be Economic Warriors trying to win the war.  Do not trust them in the same way as one would trust scientists or engineers.

Conversation of Economists in Japan

A: “We are getting old.  Are you happy with the present situation in Japan?”

B: “My grandchildren do not want to have children or get married.  They no longer see a glorious Japan.”

A: “That glorious dream ended us in Wars and Nuclear Dusts.  We were fooled to believe that we were born superior.  It is just a matter of technology, technology and technology.”

C: “Now China, India and many other Countries are mastering technology.  They have a larger population.  It is natural for them to have a larger economy.  But per capital wise, we are still far ahead.  Our children are enjoying a very comfortable standard of living.  What is the point of glory?”

B: “Should we compete with China and launch our own version of One Belt One Road?”

C: “No. What is the point of Dominance?  If a Nation wants High Speed Trains, it can approach us, France, Germany or China.  We should not artificially lower our prices to compete with China.  Sooner or later, the Eagle and the Dragon will compete for Dominance.  We should stay out.  We must not let another nuclear bomb dropping on our soil.”

B: “When we have over-capacity, we just close down the factories.  Our citizens are still fully employed.  They can switch jobs easily.  We have plenty of savings to enjoy the rest of our lives.  Our Social Service Benefits are among the best in the World.”

Conversation of Friends and Relatives from Singapore

Friend A: “I am surprised that you live in such a dirty place of Wan Chai.  It is supposed to been one of the richest districts in Hong Kong.”

Tseung: “Even after the British left, Hong Kong still held onto the philosophy of minimum Government Intervention.  There was little long term planning.  It is all panic mode reaction management.  The Housing situation is a typical example.”

Friend B: “Do you think Hong Kong will learn from Singapore?”

Tseung: “Some retired Government Officials told me that the so called Central Planning Unit is being re-organized.  That Central Planning Unit was never functional as most Officials believed in Market Forces and minimum intervention.”

Friend A: “Singapore got its independence from Britain in the 1960s.  It immediately re-examined everything the British left behind.  State Capitalism effectively started in Singapore.  The Government stepped in to help the Private Sector right from the beginning.  We never leave everything to Market Forces.”

Friend C: “Hong Kong never had a leader like Lee Kuan Yew.  A good leader can make a big difference.”

*Edited on Aug 27, 2017

A good leader can make a big difference.  Singapore was lucky to have Mr. Lee Kuan Yew as the first Prime Minister.  Corruption was virtually nonexistent.  The Government worked hand-in-hand with the private sector via the famous Singapore Economic Development Board.

Many regard Singapore as the “cradle of State Capitalism”.  China learned much from that model.  Looking back, it makes sense for the Government to work hand-in-hand with the Private Sector.  That is a very logical development path.  Hong Kong is stupid to believe in “minimal government intervention”.  Hopefully, the Hong Kong Citizens will learn.  Remember, everything you see is only Third Class.  Strive to turn them to Second or First Class.

Creating stories to change the future 12

Conversation between old classmates

Classmate A: “According to your posts, almost any Nation can become developed.  It is just a matter of mastering technology, technology and technology.”

Tseung: “Correct.  If Nation A does not have iron ore but has technology, it can approach Nation B with iron ore and trade.  The trade can be helping Nation B to build a Bridge.  It may even help Nation B to setup a steel mill.  India is a good example of Nation A.  Its Information Technology allows it to cover almost every Industry.”

Classmate B: “Technology is important.  But happiness is important too.  The mind needs amusement and relaxation.”

Classmate A: “That is why movies and games are popular.  In the MTR in Hong Kong, half of the riders are staring at their mobile phones at any time.”

Classmate C: “In our old age, I prefer a glass of good wine than technology.  Let the youngsters shine.  We have done our part.”

Tseung: “Well said.  Our School mates cover every profession including scientists, engineers, bankers, artists, politicians, factory owners and workers, retail, entertainment and medical professions.  Every sweat and every seemingly little achievement added together help to produce a prosperous Hong Kong and China.”

Classmate D: “We are lucky that we do not experience wars.  Peace allowed us to contribute.  If Nations now go for win-win, plan, work and enjoy the fruits together, our children will enjoy even more prosperous lives.”

Cresting Stories to change the Future 13

Conversation between two Chinese Officials

Official A: "I am in charge of helping a minority race to get rich.  I want to do better than the standard strategy of tourism.  Can you give me some ideas?"

Official B: "Build village hotels with high quality and the necessary high technology facilities.  Have more rooms than necessary.  Make sure you have high end computers, TV, internet connections, microwaves, electric induction stoves, massage chairs and mobile phones.  Encourage the minority workers to stay in some of the rooms and get familiar with the appliances.  After a few years, sell these appliances to them at great discount.  China plans to get every citizen to be moderately wealthy by 2020.  You have over two years to do it."

Official A: "The village hotels will be built or updated with State Funds.  I have the budget.  I can also get private investment to run the many stores, restaurants and entertainment facilities.  The goal is to get the minority race rich.  I can get outside investors to partner with the minority race to run the money making businesses."

Official B: "You can also get State Help to get Tourists to come and stay.  China now have subsidised tour programs for Retired Citizens.  Make sure you link to such programs.  Minority race villages have higher priority.  The village hotels may even be turned into village homes when and if appropriate."

*(This is the power of State Planning.  The Government can deliberately put money into the pockets of the once neglected minorities.  Racial harmony will improve.)

Official A: "I have the database on every citizen in my care.  The database links to their bank accounts, their mobile phones with all the transactions, their medical history etc.  That will be used to judge whether I fulfil my job commitment.  The simplest way is to put money into their Bank Accounts.  But that will not give me much credit.  Creating meaningful jobs for them, making them more self-confident, have some of them becoming successful business owners count much more.  Thank you for your advice."

*Edited on Aug 28, 2017

When the Government decides to improve the living standards of the minority races, it can simply pump more thin-air money in that direction.  In a so called democracy, such a decision may meet with much opposition from many entrenched interests.  In China, this is similar to building another high speed rail.  There is hardly any objection.

This is important.  Sooner or later, China will make the decision to improving the living standards of poor Nations in Africa or South America.  Other Nations will be treated in the same way as minority races.  Deliberately helping them without anything in return is acceptable.

When a Nation has excess capacity and know-how, it can cut-back and keep much information confidential.  China is taking the path of win-win, share the thin-air capital and knowledge, plan, work and enjoy the fruits together.  Will it be the Century of the Dragon?

**Edited on Sep 4, 2017

Person 1: "The Tanner Hill Senior Retirement Center is aimed at the rich.  It is unfair.  Government resources should be directed towards the poor."

Person 2: "Hong Kong Government has huge reserve sitting as numbers in Bank Accounts.  It should learn from Singapore and use the resources to benefit
all its citizens including the rich."

Person 1: "The rich can take care of themselves."

Person 2: "A responsible Government must be able to define Meaningful Economic Activities for all its citizens.  Putting some resources to showing a good way of taking care of the retirees is important."

Person 1: "I object."

Person 3: "That is the trouble with Democracy.  Too many opinions and objections will encourage the Government to do nothing.  Hong Kong is in such a mode - too many objections on almost everything."

Creating Stories to change the Future 14

Hong Kong was under two typhoons within 4 days.  We spent some time talking in the Club House.

Senior 1: “Do you think One Belt One Road will succeed?”

Senior 2: “China builds infrastructures in other Nations without asking for financial returns.  Some infrastructures will be built.”

Senior 3: “What is the point of building if there were no financial returns?”

Senior 2: “China can use some of its over-capacity and build good-will instead.

Senior 1: “What is the worth of good-will?”

Tseung: “Lasting peace.  When a Nation wants to be rich and remain rich, the best strategy is to help other Nations rich.”

Senior 4: “It is like us. We no longer need money.  We just enjoy life and tell stories of how we get rich to others.

*Edited on Aug 29, 2017

The Cold War ended with the collapse of USSR in 1991.  USA and allies definitely had over-capacity.  They chose the path of enjoying life instead of helping other Nations rich.  They worried about other Nations developing nuclear weapon capabilities.  They invaded, bombed or threatened to destroy Iraq, Iran and North Korea.

Such a strategy can only work for a short time as technology cannot be bottled up forever.

The alternative is to help other Nations rich.  This is the path China is taking.  Will it succeed?  I am sure that it will be partially successful.  Some projects will succeed.  Some projects will fail.  However, the effort is worthwhile.

The World is faced with two choices:
(A)   Keep the present Status Quo – Some Nations are developed and some will not be for a long time.
(B)   Get all Nations developed within one generation.

Listening to the conversation of a Bride

Bride: “I want to have a special wedding.  It is going to be once in a life time.  My family supports me as I am the only child.”

Friend: “Congratulations.  I envy you.  Tell me about your wedding gown.”

Bride: “I do not want to simply buy it from a bridal shop.  I want it tailor-made.  I want to design it myself.”

Friend: “You have not designed any dress before.  How are you going to start?”

Bride: “I spent much time at various bridal shops and looked at hundreds of photographs.  I want my wedding gown to be one of a kind.”

*Building a Nation is somewhat similar.  One can look at existing models and have a ready-made solution.  One can come up with one’s special model.  Few politicians have experience in building a Nation before.  They have to look at existing models, modify and adopt.

China is offering its own model.  China believes infrastructure development is the key.  Printing thin-air money to build such infrastructures is better than borrowing money.  The key element is the knowledge and technology.  Governments must work together with the Private Sector (State Capitalism).

India is embarking on a similar path.  It does not borrow heavily.  It avoids many polluting Industries.  It uses its Information Technology to identify the growth areas.  It allows its population to grow (China used the one-child policy.)  It adopts democracy and accepts freedom of speech with the obvious drawback of objections or oppositions from unqualified groups.  Many worthwhile projects were stalled or blocked.

(In the early days of the MTR in Hong Kong, many people objected.  One reason was the underground tunnels would damage the foundations of existing skyscrapers.  In a democracy, the debate could last for years.  In the present World, the ruling party is usually the deciding factor.  If the ruling party keeps changing every few years…”)

Electing the Tenant Representatives at Tanner Hill

Five Representatives will be elected to the New Tenant Association at Tanner Hill – the most prestigious retirement center in Hong Kong.  Initially, few of the old folks wanted to become Representatives.  Then, in a preliminary information meeting, it was explained that the Representatives would have special privileges.  They will have a special office with computers, sofas and secretaries to help them.  They will represent the tenants in future rent, additional facility and activity negotiations.

Someone pointed out that the policy of the Hong Kong Government is likely to put more money into such facilities.  The initial District Council Members were volunteers with no pay.  Then the policy changed.  The District Council Members were paid and well compensated with staff and office support.  Each District was given HK$100 million for the District Council Members to decide what to do.

That gave incentive for the old folks to become representatives.  This particular retirement center has many highly accomplished retirees – lawyers, doctors, engineers, writers and entrepreneurs who helped to create the miracle of Hong Kong since the 1960s.  Many good ideas were suggested.  This may turn out to be a model for the future retirement homes in Hong Kong and China.

When a Nation is Developed and getting rich, it is able to put more resources to take care of the old folks.  The facilities can be better.  The services can be better.  The medical care can be better.  The entertainment can be more targeted.  Some old folks will experience these welfare earlier.  The next wave of welfare will be better when the Nation is even richer...

Unfortunately, taking care of old folks is regarded as an "unfavorable and unrewarding" profession.  Few people want to go into this profession.  In Hong Kong, there are the foreign domestic helpers.  In USA and Europe, there is little such help.  Long term policy to deal with such issues must be ready as the population in Hong Kong is getting older fast.  Japan already faced such a problem.  China will have similar problems soon.

*Now that the incident at Doklam between India and China is resolved.  Both Nations have sensible Leaders.  Both Nations can print thin-air money to continue their infrastructure development.  India has 100 one million person cities to build.  China will build many infrastructures for other Nations.  Both have very Meaningful Economic Activities to do.  Both have capital, knowledge, technology and the ambition to be the future Number One Economic Power.

The next few years or decades will be fun – friendly competition between two rising Ancient Civilizations.

Talked to one enrolled in the program.

Candidate: "This program is very demanding.  It will require much effort from me and my staff.  We shall be a top Think Tank for China.  Many will try to influence us - including those with evil intentions."

Tseung: "That is why it is such a special program.  You and your group will help to lead China and the World in the coming years."

Candidate: "My wife asked me about the temptations - especially the young and pretty girls."

Tseung: "How did you answer?"

Candidate: "I just hugged her."

This Candidate has high IQ and EQ...

Comments on the BRICS summit in China.

1.  These BRICS Nations still need Infrastructures to improve the standard of living of their citizens.  Infrastructures include roads, bridges, rail, dams, electricity, Internet, hospitals, retirement centers, education institutes, homes, hotels and entertainment facilities.

2.  Food security is no longer a problem.  Military security is not a problem if India and China do not start any wars.

3.  Thin-air Money will be used to develop Infrastructures and more Meaningful Economic Activities.  Previously, Developing Nations look to IMF and World Bank to supply the thin-air money.  Now, they know that they can print such money themselves.  However, if they group together, the power will be much more.

4.  USA and Europe print more thin-air money to drive up the Stock Markets, the Derivatives, the Bonds and the Forex Markets.  These are more like Casinos.  BRICS have to guard against such Economic or Currency Traps or Wars.

5.  BRICS have to develop the self-confidence that they are on a better path of development than the Developed Nations.  Whatever the West says are Third Class Only.  It is the duty of BRICS to turn them into Second or First Class...

https://www.youtube.com/watch?v=KzTuygegrR0

BRICS have started their own Foreign Currency Pool to protect against any currency attacks.  They will no longer need to borrow thin-air money from IMF or World Bank.  The next step is to have their own Forex Exchange (own casinos) to trade and define the Exchange Rates.  Sooner or later, they will all peg to one currency.  The rise and fall will be together.  It does not really matter which is the peg!

USA and Allies will see this as a greater threat to their dominance.  But with the combined and increasingly educated population of India and China, the knowledge gap will narrow.  With the combined Military Might of Russia and China, War is not a possibility.  With the resources of Brazil and South Africa, there will be no shortage.  India can provide the advanced IT skills.  Managing the complex setup is not a problem.  The West kept saying - you need foreign investment.  The correct statement should be - you need technology, technology and technology.

https://www.youtube.com/watch?v=QUyT4bPLQJw

The above article stressed the two points:

1.  BRICS+ starts to challenge the US$ dominance.  Trade between BRICS will not limit currency to USD.  Oil and other resources trading will no longer be relying on USD as the trading, settlement or reserve currency.  The BRICS+ currencies will effectively be pegged together.  This will have huge implications.  Previously, if a Nation wants to embark on a large infrastructure project such as building a dam and that the Nation does not have the technology to do so, it needs to borrow money from IMF to pay the Developed Nations that have the technology.  This means the West can effectively dictate the development speed of the Developing Nations.  Now, Russia, China and India have the technology.  The Nation can print its own currency and these BRICS Nations will accept such thin-air money.  The USD dominance is effectively over.

2.  The AIIB and BRICS New Development Bank are more than replacement for IMF or World Bank.  So long as the BRICS+ Nations trust each other, their own Banks will be able to print the thin-air money to support all the huge infrastructure projects.  They have to guard against "a run on their banks".  Fortunately, the Internet is so powerful and the citizens are educated enough to realize the International Currency Wars.  Such "runs on Banks" will be rehearsed and the citizens "immunized".  AIIB and BRICS pools are just safety measures.  The private crocodiles or hedge funds will be slaughtered if they are not careful.

The 2008 Financial Crisis started in USA taught China a big lesson.  Printing huge quantity of thin-air money to do infrastructures to benefit its citizens is the right thing to do.  There is no need to borrow USD.  The small amount of needed technology can be purchased but that technology must be digested, mastered and improved.  The High Speed Rail is an example.  Now the focus can be on the aviation industry.  Russia can supply the technology much more willingly as it is sanctioned by the West.

The West keeps preaching the need for Foreign Investment into the Developing Nations.  The truth is that the Developing Nations need the technology, technology and technology.  Inviting Foreign Investment without the financial safeguards is like inviting the sharks without the safety nets to protect the innocent swimmers.  Learn the lesson from the USSR disintegration and the 1997 Asian Financial Crisis.

The potential War between India and China did not happen and hopefully will never happen. The West can incite but India and China must keep their cool.  Some Special Economic Zones must be developed to show that fast economic development is possible outside China.  Where are the Think Tanks from BRICS+ and the OROB Nations?

Secret conversation between China and North Korea Think Tanks

China: “We have to put more sanctions on you.”

North Korea: “Please do.  You have to give some face to that Eagle.  That Eagle put sanctions on Russia too.  Sanctions unite us more.”

China: “Say nothing.  Saving face is an art.  It needs good diplomacy.”

One Belt One Road Seminar

Expert 1: “More and more Nations accept RMB as the settlement and reserve currency.  Is that a good thing for China?  Are there any hidden dangers?”

Expert 2: “President Trump wants to devalue the Dollar to make USA made goods more competitive.  If you are Nation X, will you hold on to USD as your reserve currency – knowing that it will go down in value?”

Expert 3: “Does that mean USA is voluntarily giving up its Monetary Dominance?”

Expert 2: “The Wall Street Gang will try to disrupt the financial stability of China and other Rising Nations. They can get more RMB from the OBOR Nations and then attack.  They can also attack indirectly if Nation X pegs its currency to RMB.”

Expert 1: “That means China must be on the alert all the time.  The safety nets against the sharks must be well maintained.”

Expert 2: “In this era of Economic War, if you put your guards down, you are inviting disaster.  China let its guards down in the Industrialisation Era 500 years ago.  It must remember that lesson.”

Expert 3: “There is no need to look that far back.  Just look at the disintegration of USSR in 1991.”

One Belt One Road Seminar

Expert A: “How can USA attack if China keeps developing the Infrastructure Projects in the OBOR Nations?  These Nations do not need USD and they do not need to borrow from IMF or World Bank?”

Expert B: “Get Corrupt Officials to print Currency X indiscriminately when Currency X is pegged to RMB.”

Expert C: “Secretly destroy the Infrastructure Projects.  Make the bridges collapse.  Make the dams burst.  Make the Electric Power Plants explode.  Derail the trains.  Make them look like incompetence from China.”

Expert A: “How?”

Expert C: “Pass the inferior concrete used in Bridges and Dams.  A good example was in Hong Kong.  Hong Kong caught it.  But many Nations with corrupt officials will not catch it or will deliberately pass it.  The blame can be on China when the Infrastructure collapses afterwards.”

Expert D: “It is much simpler to incite riots so that the citizens of Nation X destroy the Infrastructures themselves.”

Expert E: “Get China to have war with Japan, India, Vietnam or Philippines.  China and India were on the verge of wars.  We only needed a stupid soldier to pull one trigger.”

Expert F: “Get some Egyptians to destroy the dam at Ethiopia.  Create riots in Thailand, Cambodia or Pakistan.  Get the locals to disrupt the OBOR projects.”

Expert G: “Why be so negative?  We can compete with the Russia+China camp to help Developing Nations.  It will do more good to the World.”
