The One Belt One Road Initiative is one of the hottest topics in China today.

This is the most important concept. It is the War Weapon against Capitalism. Previously, a rich Nation claimed that a poorer Nation should create conditions to attract capital. He who has the gold rules. Now, he who has the technology rules.
Money can be printed. Knowledge and technology can be learned.
Modern Wealth is the quality and quantity of Meaningful Economic Activities.
When I was young, I was told to get rich, I should go into one of the money making professions - doctor, lawyer or accountant. When I grew up, I found that the ones who made most money were the successful entrepreneurs. Bill Gates, Steve Jobs were the heroes.
Now, I do not need to worry about money. I realized that money can be printed. Those who can turn the printed money into Meaningful Economic Activities to benefit the masses are the new heroes. These new heroes are not a few names. They are a Group who work hard towards a common goal. They each contribute the best part of themselves. A bridge is not built by one engineer. The problems are not solved by one engineer. The high speed train improvements are from thousands...
Similarly, the economic problems will be solved via the efforts of many. Germany, Japan showed that they could become prosperous after the heavy devastation after the Second World War. Singapore, Taiwan, Hong Kong, Korea showed that they could learn the technology, manufacture and export. China showed getting rich was not a dream. It just needed the right policy (State Capitalism) and stability to complete the many Five Year Plans.
The Meaningful Economic Activities are constantly being revised. The latest is - build the Infrastructures in other Nations to achieve win-win.

Clean energy is an example - Solar, Wind, Hydroelectric, Tidal and now Combustible Ice... China is going Nuclear against the trend in the West. Despite its dangers, Nuclear Power Stations are much cleaner than Coal. Better technology will make Nuclear Power Stations safer. Stability (longer than the typical Five Year Plans or Western Election period) is needed to complete such Nuclear Power Stations.

In State Capitalism, much of the risk is taken by Governments. For example, in building a road in a Developing Nation, the Construction Company does not need to worry about not getting paid. The workers do not worry about not having food or health care. The Construction Company gets paid even if the project got cancelled because of political reasons.
One Taiwan Businessman commented: "The Mainland Chinese Companies have a much easier time than us. They are led by State Enterprises that built Roads, Power Stations, Dams, Internet etc. They have Governments negotiating on their behalf."
Some people did not like the term sure-win. They said that even if there were a 0.1% chance of failure, the project would not be regarded as sure-win. We accept such criticism. In my understanding of the Economic World, a success rate of over 99% will be regarded as sure-win. When the results are confirmed (such as a road, a bridge, a power station is completed), I would regard it as sure-win.
Some people still think that the Three Gorges Dam project is a failure or a potential failure. What do you think?

Understand the pitfalls of Democracy. Do not be blinded by the Western Propaganda.
Every idea is third class. Improve it to second or first class.
Democracy has been promoted by the West as the ultimate ideal political system. The West promoted one person one vote. The representatives do not need to be qualified. The assumption is that the voters will automatically select the best candidate. Reality in Hong Kong clearly showed that the assumption was false.
Previously, without Internet, we have to get the representative sitting together to make decisions. Now Internet has overcome the limitation of number of participants, space and time. Many of the key issues can be voted by the voters themselves. (Those who cannot use Internet can be helped similar to the blind voters with special arrangements.)
The issues can first be discussed via Structured Internet Forums. The first level may be open to all. The second level may contain only the useful comments and posters may be by invitation only. The third level may be funded to form the basis of potential Government Policies. There can still be representatives. But their qualifications will be demonstrated at the second level. Important issues can still be decided by all voters via the Internet with ease...
A small place like Singapore or Hong Kong can implement such Super Democracy first...

This is one of the most important Economic War Weapons. Any rich Nation can print money and pass on the knowledge and technology to get another Nation rich. Aim to achieve win-win.
Previously, the two camps competing were USA and USSR. Unfortunately, they were competing with the Cold War Mentality. The goal was to destroy the self confidence of the other camp and achieve absolute dominance. USA succeeded. But few developing Nations got rich. The aid given to African Nations has been labelled as "dead aid". It did more harm than good.
With Mutual Credits, China will use the Currency of Nation X to make Nation X rich. Many short-term, money making projects can be implemented. These include hotels, shopping malls, model farms, tourist attraction spots, factories etc. China is basically passing on its experience in building its wealth to Nation X. Money is not a scarce resource. Knowledge and technology can be learned quickly. It is the will power and political stability that will allow Nation X to achieve its Five Year Plans. State Capitalism combines the best of State Planning and Private Entrepreneurship.
China does not mind taking over the role of printing RMB as a supplement to US dollar. The World cannot be richer if there were no increases in Currency. USA uses Banks and demands payback of principal and interests. There are many political strings attached to such loans.
China embarks on the new path - the printing of RMB plus the passing on the knowledge and technology will make Nation X rich. The printing of RMB already allows the Chinese Companies to generate more employment and increase GDP both in China and in Nation X. Even if there were political instability in Nation X and all infrastructures were destroyed, the effort is still worthwhile. There is no need to use Military Force to safeguard the overseas Chinese Interests! Imperialism is NOT necessary. There is no need to take on the role of World Policeman. Just play the role of giving away thin air money and knowledge/technology. If properly managed, the more money and knowledge China gives away, the more China will gain...

Relationship selling is like supporting the restaurant of your friend. The food may not be that good. The price may be high. You still go and give improvement suggestions. Leave a larger tip rather than asking for a discount! Help your friend to become rich!
One of seniors who heard Relationship Selling objected strongly. He said: "This is against all Economic Principles. Relationship Selling makes the manufacturers lazy. They do not need to keep improving their products."
He is right. Thus, we have other concepts such as Super Silicon Valley Mentality to overcome such drawbacks.

Within one Nation, many things are regarded as fair or as the responsibility of a Government. For example, in Xinjiang province of China, there are many minority races. Their development and wealth lag behind the rest of the Nation. Should the Government implement special policies to let them catch up? For example:
1. Should Government help them to turn part of their land into Tourist Attraction areas?
2. Should Government build three star hotels (or above) so that the minority races are exposed to modern facilities?
3. Should such hotels be turned into the property of the minority races so that they actually own or live in such modern facilities?
4. Should Government ensure that every minority household has minimum standard of living - electricity, running water, Internet, food, warm room, education and chance to progress upwards?
5. Should Government provide special scholarships for their capable students?
6. Should Government implement special Mutual Credits so that they can partner with one or more richer and more developed cities?
7. Should Government encourage the minority entrepreneurs with interest free loans and special training?
8. Should the minority races set up Think Tanks and propose special policies and projects?
9. Should the Think Tanks focus on promoting harmony?
10. Should Relationship Selling be promoted to enable the economy of the minority races to catch up faster?

When a Nation gets rich, much of the wealth will be in the hands of Citizens. They will decide what to do with their money. One way is to invest (or use the money to create more money). Unfortunately, not much formal education is devoted to this. Many citizens are like sheep to get slaughtered!
One way for the less privileged is to provide them with a ladder to climb up to the top of the wealth pyramid. Ways must be found to narrow the gap between the rich and poor to provide a more harmonious society. When an individual or a Nation has self-confidence, he will seek and create opportunities. China is showing that confidence in proposing one belt one road. China is telling the World that a win-win scenario is possible. There is no need to follow the historic path of Imperialism or Colonialism.
Self-Confidence can be built via many small successes. China is willing to go large scale as soon as it has mastered a technology. Big success can be built on top of small ones. The high speed train is a good example. I still remember riding on the slow train from Hong Kong to Beijing that took over 24 hours. We had to sleep overnight. The journey was tiring.
The Dam building is another example. There were much debate on the building of the Three Gorges Dam. After its successful completions, dozens of other dams have been completed with hardly any hesitation. Solar and Wind farms are everywhere.
Some engineers said, "Even if there were some failures, the effort is worthwhile. There is no point in arguing once the project has been approved. We just pour in our best to accomplish the task." Self-Confidence is achieved by many, many small successes.
Hong Kong destroyed its self-confidence by allowing citizens to mount challenges after a project is approved. Politicians and News Papers keep pouring cold water. The High Speed Train Link and the Hong Kong - Macau- Zhuhai Bridge were constantly attacked as White Elephant Projects. Construction delays and over budget are the norm. Now there is corruption involving the USA Monitoring/Consulting Company - Jacobs.
The Hong Kong Government prided itself in subcontracting all work to "reputable" Companies. It does not need to master the technology like China. It acts like the oil rich Countries - pay and get the work done. That does not give the same confidence as mastering and improving on the technology. Will Hong Kong learn the lesson?

Facing a deep slowdown after years of investment-fuelled growth that culminated in a huge property and stock market bubble, the leaders of Asia's largest economy come up with a cunning plan. By launching an initiative to fund and construct infrastructure projects across Asia, they will kill four birds with one stone.
1. They will generate enough demand abroad to keep their excess steel mills, cement plants and construction companies in business, so preserving jobs at home.
2. They will tie neighboring countries more closely into their own economic orbit, so enhancing both their hard and soft power around the region.
3. They will further their long term plan to promote their own currency as an international alternative to the US dollar. And to finance it all, they will set up a new multi-lateral infrastructure bank, which will undermine the influence of the existing Washington-based institutions, with all their tedious insistence on transparency and best practice, by making more "culturally sensitive" soft loans.
4. The result will be the regional hegemony they regard as their right as Asia's leading economic and political power.

Here, I shall present my point of view:
1. China can generate as much demand as it desires if it implements Mutual Credits. The key element is – whether China can use the exchanged currency X to help Nation X rich.
2. Almost every Developing Nation is looking at the China State Capitalism Model. Can anything be learned? Can anything be improved? Can any pitfalls be avoided? Is China really willing to provide the capital, the knowledge and technology without a repeat of Imperialism or Colonialism? Is China serious in win-win?
3. China is becoming the number one economic power whether USA likes it or not. China is already the Factory of the World. China is already the number one trading partner with many Nations. The amount of trade will increase with the one belt one road projects.
If a Nation wants its Citizens to get rich, it must increase its Currency Supply appropriately. If there were no increase, one citizen's gain will be another citizen's loss. The World Community as One will follow the same principle. Someone must supply the money (from thin-air if needed) so that all Human Beings can get rich. USA has a chance to take on that role. Introduction
The goal of this article is to provide a concrete plan for Chinese economic engineers to guide the country into the 21st century. In this vein, we are approaching the topic from the point of view of an economic architect, and will first discuss broad concepts and visions and then outline the necessary steps for implementation.
The broad concepts are somewhat controversial. They include:
1. We must replace Win-Lose solutions with Win-Win solutions. China cannot possibly follow the doctrine of "Survival of the Fittest" which worked for the West. A very modest goal of 50,000 yuan in savings per person translates to 50 trillion yuan or US $6 trillion. Raising such money by simply exporting more than China imports would create an inconceivably huge trade imbalance.

The currency war in Chinese. The latest victim is South Africa. Moody downgraded China but China was able to fight back. The RMB exchange rate increased. China now openly claimed that such rating agencies are not trustworthy.
China lost one trillion USD of its foreign currency reserve from mid 2015 to end of 2016. The People's Bank of China stupidly Forex Traded to pop up the RMB exchange rate. The unregulated Forex Market is similar to Casinos. One group bet the exchange rate will go up and another group bet that the exchange rate will go down. Usually, the winner is the one with more money. The People's Bank of China thought that with four trillion USD reserve, it was the richer group. But the daily transaction volume of Forex exceeded five trillion USD.
The total Chinese Foreign Currency Reserve theoretically cannot last one day if all bets were against it. Now, it does not even play in such casinos. It specifies its own RMB exchange rate. The Hedge Funds or Crocodiles can do what they want in the unregulated Forex Exchanges. They can no longer drain the Reserve. All talks of RMB falling (breaking 1USD to 7RMB) and Chinese Economy going down are just ignored. The one belt one road projects help to keep the economy growing both within China and in the Developing Nations. China is learning to speak out against such rating agencies. China can take actual measures to control the RMB flowing in and out of China.
Wall street has lost its invincibility after the 2008 financial crisis. China, Russia and other Nations are forming their own rules. The Currency War Weapon is no longer effective against China. *** The occurrence of some set backs is to be expected in a large project covering vast areas, diverse views and lasting many decades. The project is a win-win. Just push on and overcome all obstacles. China lost one trillion USD Foreign Currency Reserve in the Forex Trading Battle. The announced one belt one road projects cost less than that. Money can be printed from thin-air. It does not matter if the Developing Nations cannot pay back the loan. (The better strategy is to use Mutual Credits that will not get any Nation into debt.) 1. The Forex Market is unregulated. There are many brokers or exchanges quoting different exchange rates. It is like many Casinos each giving different odds.
2. The brokers profit by the spread (difference between buy and sell prices) when customers buy and sell.
3. The Transaction is always in pairs. Customers can long (buy and then sell) or short (sell and then buy). The holding period is determined by the customer.
4. The Hedge Funds or Crocodiles attack the RMB by claiming that RMB will depreciate. They short. The People's Bank of China tried to defend by taking the opposite position - long. If China does not defend, the RMB exchange rate (USD/CNH) will depreciate in the many Forex Exchanges or Casinos.
5. If China defends or gambles in the US or UK Forex Casinos, it will have to use its Foreign Currency Reserve to settle if it loses.
6. China lost as the ganged up Hedge Funds had more money then China.
7. In the graph, the RMB exchange rate against the USD was 6.24 in Aug 2015. It was 6.90 at the end of 2016. The difference was 0.6600 or 6600 PIPs.
8. For an individual investor, if he invested USD 2K, the broker will loan him 200 times. He effectively traded with 400K. The gain for each PIP is around USD100. The resulting gain on 6600 PIP would be 660,000USD.
9. The Forex Exchange System is a zero sum game. If one gains, another one must lose. In this case, the loser is China. In the period from Aug 2015 to Dec 2016, China lost one trillion USD and the RMB exchange rate dropped from 6.24 to 6.90.
10. The rating agencies (Moody, Standard and Poor etc.) claimed that the exchange rate will drop to 7.0 and scared many RMB holders to exchange their RMB causing China to drain more of its Reserve.
The solution for China can be:
1. Forex Trade in its own Forex Exchange (Casino). Winning or losing makes no difference. The USD/CNH exchange rate will be quoted in the International Forex System. China only needs to dominate the exchange volume with massive transactions. The Crocodiles can play in their own Casinos and China does not need to drain its Reserve at all.
2. China specifies its own RMB exchange rate without playing in the Casinos! This is the tactics China uses at present.
3. China has Currency Swap agreements with many trading partners. The exchange rate is pre-determined. China can help such partners by helping them trade for no fee in the Chinese Forex Exchange Casinos! Thus the Currency War Weapon is no longer effective against China or its trading partners...
Went to the Seminar on "Pakistan - Belt and Road Development and Opportunities". The Main Speaker was Mr. Abdul Qadir Memon, Consul General of Pakistan in Hong Kong.
He showed a slide of Criticism of One Belt One Road. The four points were:
1. Suspicion of Imperialism and Colonialism.
2. Large Influx of Chinese Workers.
3. Debt Burden.
4. Infant Industry Competition.
The key arguments to overcome such criticisms are:
1. Suspicion of Imperialism and Colonialism are suspicions only. Examples and time will tell. So far, Pakistan sees completion of power plants, roads, railways and development of Gwadar Seaport. These are bringing real benefits to Pakistan.
2. Most Construction Workers are Pakistanis. The knowledge in infrastructure building is being passed on. Any settling of Chinese are limited to the Special Economic Zones. These SEZs are deliberate policies to attract and encourage foreign investment and talent.
3. The Debts carry low interests. It is expected that the increased wealth generated from more electricity, better irrigation, improved transport, more knowledge via the Internet and extra trade will be able to repay the debts. (There is always Mutual Credits as another solution).
4. There will always be competition in any Industry. In the SEZs, Foreign Companies are encouraged to set up factories and develop new Industries. Pakistan can learn faster with such factories actually operating in front of them. Learn, master and improve the technology, technology and technology. (Relationship Selling may offer a good solution.)

1. In the 1980s, Lawrence Tseung had a chance to meet the nephew of Zung Yung Kai(朱鎔基). The Nephew said that China was poor and had to borrow money from the World Bank to build roads in China. Mr. Tseung said that China should print money to do the project. The cost in building the Road may be 1 billion dollars. Once the road is completed, China will have an asset of 1 billion dollars. The construction process will created many jobs and learning opportunities. China should focus on learning and mastering the road construction process.
2. When China sent its first group of Computer Scientists to USA for training at Digital Equipment Corporation (DEC) in 1980, there were accompanying political advisors. The advisors saw a Taiwan Flag on the lobby in which DEC placed a local country flag on all places where DEC did businesses. The advisors requested that the Taiwan flag be removed otherwise the Chinese Engineers will forgo their training and China will not do business with DEC again. The request was rejected. The incident got hot and the Chinese Ambassador came. He went together with other Senior Chinese Officials to the lobby. He stared at the map and said: "I do not see any Taiwan Flag. Do you?" Suddenly the entire group of Chinese did not see any Taiwan Flag! (It was similar to the King's New Clothes that only the wise could see.) Now, political dogma plays a much lesser part in academic exchanges.
3. China conveniently did not see the things that upset their development plans. For example, Shenzhen had many massage parlors to cater for the sexual needs of millions of migrant workers. The law enforcement agencies often did not see that. The same applied to polluting industries.
4. The phrase "Look Forward" in Chinese has the same sound as "Look at Money". That became the motto since the 1980s. Forget Communism. Getting Rich is Glorious especially if it is done legally."
5. The one child policy really helped at the appropriate time. I have seven brothers and sisters. My father was a medical doctor and he "conveniently did not know contraception". During the Second World War, having more babies potentially meant having more soldiers. That mental attitude totally changed. China must provide the best for its citizens. Fewer citizens means more resources to share...

1. Special Economic Zones(SEZ). Shenzhen is the shining example of success. In the 1980s, it was a small fishing town. Now it has over 10 million citizens and is known as the Silicon Valley of China. The Mindset Change is the Super Silicon Valley Mentality – everything existing (that we want to build) is third class. We have to improve it to second or first class. When we pass it to you, you should treat it as third class and improve it to second or first class. Use the SEZs to experiment.
2. Cross the river by feeling the stones. Do not blindly copy the Soviet or the USA Model. China must find its own development path. The Tiananmen Square incident in 1998 was a mind awakener. The Students had patriotism and zeal but had no idea of how to govern. Letting them protest more would lead to riots similar to USSR. But that protest hammered in the need to improve economic conditions for all. China must increase its GDP at a fast pace to provide jobs and opportunities for its citizens.
3. The Asian Financial Crisis in 1997. China watched in horror when the Asian Tigers and Nations collapsed under the Hedge Fund attacks from USA. The Asian Nations dropped their Financial Shark Prevention Nets and opened their financial markets. The USA Hedge Funds were able to manipulate the stock and currency markets of these Nations. Their hard earned Foreign Currency Reserve were drained in days and their economies collapsed. China realized such rules set up by the West were unfair and full of traps.
4. Joining WTO in 2001. Before the joining of WTO, there were much discussion in China on whether China could compete against the West with vastly more capital and technology. Once the protection barriers were gone, China would be the victim. Reality proved otherwise. China learned much more from joining WTO. Foreign Companies did make huge profits using the cheap labor force of China. But China learned the technology, technology and technology. The Mindset was – Foreign Companies were encouraged to make money so long as they could teach China something. Win-win.
5. The completion of the Three Gorges Dam in 2006. That gave China much confidence in its engineers. There were much skepticism from the West whether China could do such a big project. The new Mindset was – China could do many great things once China put its mind to it. Technology is no longer an obstacle.

1. The 2008 Beijing Olympics. The 2008 Olympics was the Celebration Party that China had graduated from poverty to relative prosperity. The athletes made every Chinese proud with their Gold Medal performances. Many Chinese looked up high and gave up the Inferiority Complex. The Economic Planners saw the successful completion of many Five Year Plans and confidently drafted the future Five Year Plans.
2. The 2008 World Financial Crisis. The collapse of Lehman Brothers and the general loss of confidence of Wall Street raised many questions in China. Wall Street was supposed to be invincible. The rules they set are the Gospels. No Economists dare to challenge them. That attitude changed. Wall Street was no longer regarded in awe. China was asked to take on the role of reviving the World Economy. China printed the equivalent of over Four Trillion USD dollars on Infrastructure projects. China imported large quantities of oil, mineral resources and went on an investment spree unheard of in Human History. The Chinese Citizens saw hundreds of new roads, bridges, buildings, high speed trains. They supported the economic policies of the Government.
3. The 2013 Silk Road Proposal. The infrastructure development was so fast in China that almost all the important, obvious projects were completed or on their way to completion. Many Western Economists predicted the inevitable economic slowdown. China must join the Developed Nations in low GDP growth. China had other thoughts. China realized that for the World Economy to grow, some Organization must pump out thin-air money to get the World rich. USA and the IMF were not doing a good job. China could take on the role of supplying thin-air capital and the knowledge to build infrastructures.
4. Loss of one trillion USD Foreign Currency Reserve from mid-2015 to end of 2016. China stupidly listened to some Western Economists and thought that the RMB could become one of the default Settlement and Reserve Currencies. It participated in the Forex Trading with USD/CNH pair in the Foreign Forex Exchanges (Casinos). The Western Economists somehow convinced the Peoples Bank of China that Four Trillion USD Dollar Reserve was too much. Using some to pop up the exchange rate of RMB was the right thing to do. China lost one Trillion and seek advice from all its Think Tanks and advisors. The answer turned out to be simple. Do not Forex Trade in the Foreign Forex Exchange Casinos. Just specify a non-transparent element in the defining of the RMB Exchange Rate.
5. The May 2017 One Belt One Road Summit. China had the unexpected bonus of the new US President Trump who withdrew from TPP and the Paris Climate Agreements. President Trump wanted to pursue "America First" policy. The vacuum was filled in by China that defined the new Globalization as win-win, plan together, work together and enjoy the results together. The New Growth Engine of the World is clear – help the Developing Nations to become rich!

We have to be positive. Look at Slide Seventeen (Reply 19) of this thread. One way to have a safer and more prosperous world is the competition between two camps. USA and Allies in one camp. Russia+China and Allies in the other. The Competition is to help Developing Nations rich. USA can focus on the Nations in Central and South America. Russia+China can focus on the rest.
A Nation may join NO camp, EITHER camp or BOTH. It should look for win-win; plan together; work together and enjoy the results together.
Only recently (within the last ten years), China really mastered the technology of High Speed Railways; Internet; bringing electricity and clean water to every remote village; getting its minority races rich and willing to propose its own win-win rules.
The USA Camp mastered the above long ago. Why is it not bringing prosperity to every human being?
In Hong Kong, I learned that in the 1970s, the Hong Kong and Shanghai Bank (HSBC) gave loans generously. For example, a Developer wanted to develop a piece of land. HSBC was willing to give it "developer loans". When the Development Plans were ready, the Government allowed the developer to sell the "to be built" homes to the General Public. HSBC was willing to provide loans and then mortgages. The money did not come from bank deposits. The money was from thin-air. Such a process allowed Hong Kong to develop to a prosperous and modern city. HSBC became one of the largest banks in the World with such thin-air money. China learned and some of its State Owned Banks became the richest in the World.
The World Bank and IMF could have done the same. They could have used the thin-air money to help many Developing Nations and themselves rich. They failed (reasons are debatable).
Now, China, Russia and other Nations are taking up the role of supplying thin-air money to get Developing Nations rich. China+Russia can provide the technology, technology and technology. (USA will try to avoid wars with Russia+China.) It is a matter for the Developing Nations to learn, master and improve so that
they can be rich after some initial help.

The dumb down has been very effective already. A recent UK study showed that 20% of the populace don't even know how to change a light bulb or boil an egg. 67% have no idea how to change a flat tire.

Pumping out thin-air money via Infrastructure Building was a good Meaningful Economic Activity. 4. The mindset of the Citizens became "Look Forward to Money" that has the same sound as "Looking Forward". Many success stories encouraged the masses to use their brains. The creativity of the Nation was stimulated. Copying the success stories with Government support was the norm. Many sons and daughters of Senior Officials entered the Business arena. State Enterprises including Banks showed up in the Stock Markets. Entrepreneurs like Jack Ma were the new heroes.
5. The one child policy freed many mothers to enter the work force. The scarce resource was shared amongst fewer citizens making everyone richer. Subsistence farming gave way to modern farming as many farmers seek higher paying jobs in Cities. Urbanization was achieved via the money motive. Many babies were left to the care of the grand parents. Workers relied on high technology such as computers, mobile phones and Internet to communicate with their parents and off-springs. The technology level of the masses rose at a fast pace.

Leadership is important. Deng was frank. He did not have the plans nor the action items. He was willing to let the many Think Tanks propose policies. Open up - but not the entire Nation. It worked.
Hong Kong factory owners were encouraged to make more money by moving their factories there. The first group of Computer Engineers trained at Digital Equipment Corporation went back. They helped to train many University Students. Technology, technology and technology. Let the capable made money first. Others watched and learned. Once China learned to use the Computer, planning became science. Progress could be monitored and double checked. Even the simple McDonald food ordering system was regarded as high technology. It was improved to include webcams to determine the business operation of any branch from a central monitoring site. China no longer relied on the manual reporting of its Officials.
*** A Developing Nation should treat the China Model as Third Class. Use the Super Silicon Valley Mentality to turn it to Second or First Class. It took China some thrity years to develop from poverty to moderate prosperity. Should it take much less with modern day knowledge and technology???

One of the improvements was that factories provided food and lodging for its workers. The wages were low but all the earnings were disposable income. Workers were able to save and sent the salaries back home. Many Western Companies moved their manufacturing to Shenzhen to take advantage of the low costs. China was able to learn and improve on the technology. China became the Factory of the World.
I had the actual experience of working for Fairchild Semiconductors in Hong Kong. My job was to document the improvement process after Fairchild moved their diode processing to Hong Kong. I found that the efficiency increased many thousand percent. The most labor intensive process was picking up chips via tiny vacuum pumps and placing them on metal plates for testing. The USA process required 20 workers for a few working days to prepare a batch of chips. The improvement was - no vacuum tubes. The diode chips were flipped with paper cards and laid nicely on the testing plates. The batch of chips could be done by one skilled female worker in about 3 hours. There were dozens of similar improvements.
Now, almost all the Apple I-phones are made in China. The Apple Management admitted that it was not possible to move the manufacturing back to USA. It was not only the low wages but the dexterity, skill and efficiency. There are other Nations with lower wages...
*** A Developing Nation should examine whether it wants to be the lowest cost producer for some goods. Should it explore Relationship Selling? Should it attract tourists with its unique landscape, climate or culture? Should it turn some of the SEZs into International Zones? Should it encourage remote monitoring and control using Internet? Should it encourage International Franchises to show off (and learn)?

3. One of the important concepts learned was that Money (Capital) is not a scarce resource. China must increase its money supply appropriately for its Citizens to become rich. Pumping out thin-air money via Infrastructure Building was a good Meaningful Economic Activity. The printing of over four trillion dollars in 2008 to help to solve the World Financial Crisis confirmed that concept.
China exported more to USA than it imported. The difference went into the Foreign Currency Reserve. China used the Reserve to buy USA treasury bonds. Economists started to question the usefulness of a large reserve. Some even claimed that it was modern slavery.
Can China use that Reserve to generate Meaningful Economic Activities for itself and for other Nations? Will the building of Infrastructures for other Nations help them to become rich?
*** A Developing Nation should seek financial stability. Should it have Mutual Credit agreements? Should it peg its currency rigidly to the US dollar or the RMB? Should it establish good financial controls to protect against the Hedge Funds or Crocodiles? Should it seek foreign investment? Should it develop its local industries with State Capital? What are the Infrastructures that will help? Can the Nation do such Infrastructures without outside help? What are the Meaningful Economic Activities for the Nation now?

4. The mindset of the Citizens became "Look Forward to Money" that has the same sound as "Looking Forward". Many success stories encouraged the masses to use their brains. The creativity of the Nation was stimulated. Copying the success stories with Government support was the norm. Many sons and daughters of Senior Officials entered the Business arena. State Enterprises including Banks showed up in the Stock Markets. Entrepreneurs like Jack Ma were the new heroes.
Trying to understand the concepts of Economic War, Currency Manipulation, Modern Wealth etc. is too much for the average citizen.
The simple statement - Make more Money - is far easier to grasp.
Officials are judged on whether they can make the citizens in their district richer! Can their living standards be increased? Will better roads, more high speed trains or bridges, better hospitals, higher speed Internet etc. help? That mindset change of Officials made miracles...
*** A Developing Nation should think about letting some people get rich first as examples for others to copy and learn. How should this be done? What is the role of Government Officials? Should they be judged on how well they can bring wealth to the citizens they are responsible for? Subsistence farming gave way to modern farming as many farmers seek higher paying jobs in Cities. Urbanization was achieved via the money motive. The technology level of the masses rose at a fast pace.
One of the reasons proposed by the Colonial Powers was - we need to grab resources for our future generation. With a stable and even decreasing population, such an argument no longer holds. There is no excuse to take over the land or resources of others. The alternative is to get every human being rich. This is achievable with abundant capital, technology, knowledge and production capability. Instead of cutting down on the production capacity with the inevitable loss of jobs and opportunity, the better strategy is the new Globalization. Win-win, plan together, work together and enjoy the results together.
There is no need for any Nation to go heavily into debt to pay for the Infrastructures. Mutual Credits can be used. China now have the capability of creating wealth for any Nation with their currency in their own soil. (USA could have done that but it chose to dominate.)

In general, this is true. A village must have access to the outside to sell its agricultural products. If not, much of the product will rot. With good access, the products will go beyond the surrounding towns and better price will result.
Goods and knowledge will go to the villagers much easier.
But note that many Developed Nations do not rely on High Speed Trains. They have highways and airports. The fastest passenger traffic is air for a large country.

IT: "Our Founders have education in Europe. We specialize in Artificial Intelligence (AI) and helping Companies manage their businesses worldwide."
Tseung: "We are interested in applying AI to trading in the Forex Market. The Forex Market is an unregulated market but its daily transaction volume is in trillions of US dollars."
IT: "We have not done too much work on Forex but we understand it to be highly leveraged. Investors can make or lose a lot of money in a short time."
Tseung: "That is correct. Normally, a Nation wants to keep its Exchange Rate within a narrow range for financial and trading stability. The fluctuation on a daily basis is kept to fractions of one percent in most cases. Previously, the game is reserved for Governments and big Banks. Now there are hundreds of small Forex Brokers or Companies. The purpose is not to exchange money to settle trading difference. The purpose is speculation – manipulating or betting whether the Exchange Rate will go up or down."
IT: "But if the daily fluctuation is small, there is not much profit to be made."
Tseung: "That is where leverage comes in. These Forex Brokers or Companies loan the customer money to bet. In Hong Kong, the legal limit is 1 to 20 meaning if the customer places 1 dollar, the broker may loan 20 dollars to the customer. In USA and UK, 1 to 200 is the norm. Since the Industry is not regulated, some brokers loan 1 to 500 or more."
IT: "How would an Investor make money?"
Tseung: "The operation is effectively a casino. The investor or gambler basically bets on whether the Exchange Rate will go up or down. The betting is always on a pair. For example, USD and Euro is a pair; USD and Japanese Yuan is a pair, USD and Chinese Offshore CNH is a pair etc."
IT: "An investor can bet whether the Euro will go up or go down against the USD. If he thinks the Euro will go up, he buys Euro now and sells Euro later when the Euro exchange rate goes up."
Tseung: "Correct. If he thinks the Euro will depreciate against the Dollar, he sells the EUR/USD pair first. When the Euro depreciates, he buys the pair back to make the profit. It is a form of gambling. The investor never needs to own any Euro or USD. (The Forex Broker does not need to own such currencies either.)"
IT: "What determines whether an exchange rate will go up or down?"
Tseung: "The Western Economists call it Market Forces. There are buyers and there are sellers. The Forex Brokers (casino owners) quote a buy and sell price at any one time. They can take the risk themselves or broker the transaction to a bigger bank and take a small transaction fee. In the bigger picture, the exchange rate is affected by World Events. For example, when Brazil had meat export problems, their currency depreciated. When UK left the Common Market and the Election Results were not favorable, the British Pound depreciated."
IT: "That is ideal for Artificial Intelligence. AI helps to predict the results when an event occurs."
Tseung: "That is why we have this meeting..."
Artificial Intelligence based Forex trading strategy is expected to be a vital part of cutting edge trading. Intelligent machines would supplant any sort of manual intercession. Actually, that sums up the Western Political Thinking. It explains why the World Bank, the IMF and the United Nations dominated by USA did not help the African Nations to become rich. USA wants to eat them...

China learned much from Hong Kong. The many big Chinese Banks also printed thin-air money. USA printed money to support derivatives, bonds and other financial instruments. Many of the financial instruments are also thin-air in nature. Printing thin-air money to support thin-air money is not as meaningful as printing thin-air money to support infrastructures. The non-money making infrastructure projects will lead to money making business ventures.
China should promote the OBOR project successes aggressively. (There are over 1,000 projects in some 60 Nations. There must be good news weekly if not daily.) China learned that once a Nation can define and implement its meaningful economic activities, the living standards of its citizens will increase. After the 2008 World Financial Crisis, Wall Street lost its image of invincibility. Many Chinese asked: "What happened to the teachers? Should we still respect their teachings?" When they examine the financial structures and rules set by the West, they saw many holes and traps. The most obvious trap is the unregulated Forex Market.
China also learned that printing thin-air money to develop its own infrastructures had no bad effects.
China is asking and experimenting with the scenario - if China prints thin-air money, plans and builds infrastructures in (and with) other Nations, will there be bad effects? b. Funding for the first level can be relatively small. Any organization with checked support from 1,000 registered voters will receive funding. The amount may be HK$100,000 startup and HK$20,000 monthly for maintenance. The applying organization is responsible for moderating the forum.
c. Funding for the second level will be much larger. There will be dedicated staff to select worthwhile posts from the first level. Each post may be given HK$1,000. Some Think Tank Personnel may treat that as a part-time or full-time job and post regularly. Some budding politicians will find that as a good platform. The correct attitude is to treat all the above as third class. Strive to make them second or first class. Treat yourselves as Gods who can make or change any rule. Re-examine every rule and every teaching.

A. Democracy is not working in Hong Kong. Why should Super Democracy work in Hong Kong? Freedom of speech became jeers and constant attacks on the Government undermining the self-confidence of Citizens and Government Officials.
B. Who will read your posts? Why don't you wait until you are the Chief Executive of Hong Kong before you post? You are just wasting your time and our time? Just step into your grave quietly like all the other old folks.
C. Super Democracy frightens and threatens existing stake holders. They will oppose it openly or subtly. For example, the Rich and Powerful Developers would not like large scale implementation of Public Housing. They will raise all kinds of difficulties in obtaining land; getting local villagers to oppose moving; saying country parks are sacred and telling the citizens that increasing property prices are signs of prosperity for Hong Kong.

A. The general mood in Hong Kong is that the new generation (or youngsters) have less opportunities compared with the older generation. The property prices have gone up so much that owning one's own home is an impossible dream. There is too much competition within Hong Kong. Few dared to venture outside.
B. With modern technology, one can always monitor and control remotely. For example, the food ordering system at McDonalds already allowed the management to find out the business operation of any branch in any location at any time. Such a system can be adapted to most restaurants, retail stores and factories. There are Special Economic Zones in Pakistan and Ethiopia suitable for such operations. One of the common complain from the youngsters of less wealthy families is the inability to earn money via investment. They can all see that the rich is getting richer via investment. The Public Investor program addresses this concern.
The Public Investor System involves two parts:

When we deal with long term infrastructure projects in a foreign, poor nation, there is a high probability that the project may fail due to political reasons or the inability of the poor nation to pay. In the OBOR initiative, China essentially acts as the payment guarantor. China has over 3 trillion USD worth of Foreign Currency Reserve. The signed OBOR projects amounted to less than 1 trillion. (China lost 1 trillion gambling in Forex without significantly hurting its economic activities).
D. In planning together, an OBOR project can usually be broken down into a long term infrastructure building part that is unlikely to be money-making. However, there are other parts such as building hotels, malls, residential apartments, restaurants, tourist attractions in the Special Economic Zones that are likely to be money making. These projects will attract private investment. The property prices will be bid up in no time. Hong Kong has vast experience in such matters.
E. If China and Nation X has a Mutual Credit Deal, Nation X may use the exchanged RMB to build the infrastructures. China can use Currency X to develop the money-making or sure-win businesses in Nation X. For example, China may partner with Hong Kong to build Hotels. Most of the citizens do not know that they are in the midst of a Global Economic War whether they like it or not. The Global Economic War is not fought with guns or bombs. China is taking a different approach. Many Developing Nations could use the over-produced steel, coal, machinery etc. to improve their standards of living. China can use its overcapacity to help. China understands that capital is never a scarce resource. Money can be printed from thin-air. It can be used to stimulate Meaningful Economic Activities. What the Developing Nations lack are the knowledge and technology. Learning needs the right mindset and time. The road construction is at Sikkim, Bhutan and China (see map). The particular area is not a disputed territory between China and India. It may be a disputed area between China and Bhutan.
This area is of particular concern to India as it is close the narrow corridor between the two sides of India. India claims that if a road were constructed (even on the Chinese side), it will post a threat to India. China can easily attack or control the narrow corridor linking the two sides of India.
If the relationship is good, any road or rail construction will be seen as bringing benefits to Nepal, Bhutan, India, China and Bangladesh.
If the relationship is tense (as now), India feels that it will put India into an inferior military position. Thus it is trying to prevent or stop the construction of the road. I do not believe India nor China want any regional or nuclear war. Peace will benefit both sides. But the press and the Internet posts are stirring "patriotic sentiments" especially in India. It has started anti-Chinese emotions and disruption of trade between the two Nations.
As a think tank, I would advice putting the construction of the road on hold until the political climate turns in its favor. Any war - even limited regional wars - will harm the image of China. It will also drain resources away from the OBOR initiative. The long term goal of Globalization is for all Nations to prosper in Peace. Tourists are welcome everywhere especially at National Borders.

What a top Think Tank can propose:

Or do like has been done in Colorado: Students just hang around campus stoned all the time in a welfare based economy.

Honest Government is indeed a rare thing. Most politicians try to benefit themselves. Many people criticize Singapore for lacking freedom of speech and the One Party Rule. That actually gives Singapore the long term political stability to achieve its miracles.
China copies Singapore in many ways - most notably State Capitalism. Use the resources of the State to help Citizens to develop the economy. The West complains that as unfair. But how can mom and dad shops compete with Multi-nationals?

A Great Statesman would:
1. Ask India to raise its concerns in United Nations or any appropriate International settings.
2. Re-state the goals of OBOR as win-win for all.
3. Suspend the building of the Road until the relationship is better.
4. Demonstrate that China can use the exchanged Currency B to create more Modern Wealth for Nation B and China.

The stock prices of Alibaba and Tencent are soaring. Are they creating a new paradigm?
Both Alibaba and Tencent have huge consumer and manufacture databases. Many academics claim that the Data World has arrived. The Organizations (Governments, Companies or Individuals) that own, control and analyze such data have incredible power. For example, Alibaba is willing to loan money to suppliers and individuals because it can see their credit history from the transactions. Alibaba has essentially taken on the Banking function. Sooner or later, Alibaba and Tencent will allow their customers to deposit money and earn interest in the Alibaba or Tencent Banks. These Banks will overwhelm traditional Banks as most of the Meaningful Economic Activities will occur or be associated with such Banks.
Alibaba and Tencent Banks can loan money because of the Share Values of the parent companies. They can easily raise money from Bonds. They can easily help Companies to franchise especially along the One Belt One Road Nations. With modern Internet technology, an Investor can monitor the on-line business activity of the restaurants, retail stores, hotels, entertainment centers etc.
It is a matter of trust. Citizens had to trust paper money, then visa and master cards, now mobile phone transactions via the likes of Alibaba and Tencent. Alibaba and Tencent can effectively issue their own thin-air money or credit to support any enterprise of their liking. For example, they may support a special fast food chain specializing in Mongolia Cuisine. They can use their customer base and marketing power to bring in customers. White Elephant Projects.
In Hong Kong, one of the to-be-completed projects later this year is the Zhuhai-Macau-Hong Kong Bridge. Some anti-Chinese Politicians call it an White Elephant Project. They claim that travelling to Macau or Zhuhai by boat after arriving from the airport is around one to two hours. Travelling by road is around 4 to 5 hours. The Bridge will shorten that time to 30 - 45 minutes. There is no question that much time can be saved.
The objection is the cost of the Bridge. The ant-Chinese politicians claim that the return on investment from trolls or bus fares will never justify the investment.
I look forward to travelling on the Bridge. I go fishing twice a week within Hong Kong. One route is via three changes of buses that take an average of two hours. The other route is via MTR and one bus route that take an average of one hour 15 minutes. I believe the automatic reaction from most citizens is to take the second route.
The initial cost of building the MTR is much higher than the bus routes. Was that an White Elephant Project?
The Hong Kong Government recovered all initial costs of building the MTR via the Stock Market. It still maintains majority share ownership. Was it worthwhile? Would the money be better used in staying in the Books? Hong Kong has one of the largest Government Reserves in the World.
The next big project is the High Speed Rail Link to other Cities in China. The anti-Chinese Politicians are against having China Immigration Checks within Hong Kong. They advocate that all passengers should get off the train and do the Chinese Immigration Check in Shenzhen. The stopping of the train, getting all passengers off the train to go through the Immigration Process and getting back on will easily add 45 minutes or more to the journey. They claim that the project is a White Elephant to begin with. They want to slow it down forever at the elephant pace. That is International Stupidity in the most obvious...

1. Complete the many Infrastructures in the Belt and Road Initiative with excellence.

4. Develop Models from planning, constructing to completing. Get many Nations involved.

10. Get two camps to compete to help Developing Nations rich. One camp can be headed by USA+Japan and allies. Another Camp can be Russia+China and allies.
11. Develop the Super Silicon Valley Mentality. Everything is third class. Develop it to second or first class. Examine and change the many unfair financial rules. Look out for the economic war situations such as those in the 1997 Asian Financial Crisis or the unregulated Forex Exchanges of today.
12. Seek win-win in every situation. Capital, knowledge and technology are no longer scarce commodities. Any Nation can become prosperous within one generation. Let them learn and define their own paths via the models and Internet.
13. Use the over-capacity well. Give the thin-air money, knowledge and technology generously to under-developed regions in China. Ensure that the minority races have equal or better opportunities. Expand to beyond the borders of China. The One Belt One Road is just a start. Once successful, extend it to Central or South America. Do not worry about touching the backyards of other Nations.
14. Do not stop until every Human Being on Earth has food security, comfortable home, education, medical care, social security and self-confidence.

Thoughts on the White Supremacists
It looks like the evil thoughts of Colonialism and Imperialism have not gone away. It is sad that our generation and most probably our future generations will still have to deal with them. Let me recall my conversation with other University Students in the 1960s.

What should be in a Special Economic Zone?
China used Special Economic Zones successfully. China is helping to set up many Special Economic Zones in the One Belt One Road Nations. What should be in a Special Economic Zone?
1. Model Infrastructures such as electricity, water, sewage, garbage disposal, roads, railways, schools, malls, residential areas, recreational facilities, hospitals, retirement centers etc. In other words, there must be excellent city planning right from the beginning. The plans should cater for the local climate, culture and needs of Citizens, Foreign Workers and Tourists.
2. Special Policies that may be different from other parts of the Nation. The most obvious is the tax structure. Governments plan to generate wealth via increased Meaningful Economic Activities and not tax revenues.
3. Possible "International Zones" within the Special Economic Zones. These "International Zones" include restaurants, retail stores, exhibition halls, entertainment areas and business activity centers. Special events such as celebrations on the National Days can be scheduled.
4. Internet demonstration Centers that can monitor the businesses in the Special Economic Zones. For example, the computer systems of a fast food restaurant can already monitor the on-line business transactions. The same technology can be modified to retail stores, factories, amusement parks and hotels etc.
5. E-commerce Centers. There is no need for actual floor space for many businesses. Many small and medium size businesses can be on-line. Efficient International payment systems should be developed. (China can help to set up RMB as the default settlement and reserve currency in such Special Economic Zones.)
6. Mutual Credits. China will accept much of the payment of Infrastructures with the currency of the OBOR Nations. These Nations will not have much debt. China can use their currency to build Modern Wealth for them.
7. One of the key demonstrations is sure-win businesses. When China holds a large quantity of Currency B, China can use that Currency B to generate sure-win businesses. For example, China can set up an eatery with much of the overhead paid to the locals in Currency B. The eatery will have many International Food Stalls managed by the many OBOR Nations. These Stalls will focus on specialty food.
8. Students in Hotel Management or Food Catering may be paid and work in such eatery for specified times. Much effort will be paid to foster friendship and mutual respect. The model can be expanded to other establishments including retail, factory, design, think tanks etc.
9. The experience gained in the Special Economic Zones will be appropriately promoted. When ready, the OROB conferences may be held at such Special Economic Zones. Local Universities should have a department in the Special Economic Zones to give it an academic element.

One motivating story is Former US president Obama – a black person can become the president of USA.
12. Tie scientific and technological successes with motivating stories. Tell the story of building the Three Gorges Dam. Create a love story to arouse the emotions. Promote the new Globalisation Spirit subtly – win-win, plan, work and enjoy the fruits together. Promote racial harmony as much as possible.
13. Use the Think Tanks well. These Think Tanks can solve current problems. For example, USA sees North Korea developing Nuclear Missile Capabilities as a problem. North Korea sees such capabilities as long term security for the Nation. Rather than waiting for the outcome, Think Tanks can propose their solution in movies and stories. Another current event is the India-China Border Dispute. This event has the funny side of soldiers pushing each other rather than shooting. The solution stories should be educational and point to win-win.
14. There should also be stories of mixed marriages, traditional customs and modern concept conflicts, religious harmonies and international joint ventures. Promote the concept that technology can be learned, mastered and improved. Technology and innovation do not depend on IQ. Machines now have higher IQ than humans.
15. Tourism and short-term work tours should be strongly encouraged. Prepare the participants well. Make sure the experiences are enjoyable and memorable. Create opportunities for retired people to contribute – not via competition but via experience and kindness.
16. Financial stories should be played out. Take the example of printing thin-air money. The stories can cover the whole range of refusing to print, over-printing and printing appropriately. The stories can also cover Currency Swaps, Mutual Credits and cashless societies.

At the end of the Second World War, many Nations were divided along the Capitalism and Communism lines. India was a special case as it was divided along religion lines by the British. The West always presumed such Divide and Rule tactics would work.
There is another mechanism at work on the minds of the Divided Nations. That mechanism is re-unification. Most Chinese see Taiwan as part of China and look forward to eventual re-unification. Germany was re-united peacefully.
Will India and Pakistan be peacefully united eventually? Globalization will eventually enable all Human Beings to travel and work anywhere on Planet Earth. Re-unification will be a stepping stone. It is not a dream.

Patriotism is good if it unites and motivates a Nation to do constructive things. But it can also be dangerous as the average citizen can be incited to act foolishly. Regional and World Wars may result.
Once the crowd is incited, the consequence is often unpredictable. The most common is mob violence. In Hong Kong, we have some University Professors teaching students that breaking the Law is morally correct for the right cause. Governments can be toppled by student or crowd protests or revolutions. The professor also taught the students that Democracy would allow the best and most qualified persons to be elected. Just believe in majority judgement.
The actual experience in Hong Kong is very different. The Legislative Council Elections elected totally unqualified persons who advocate breaking away from China. Many did not respect the rules in the Council and did their best to stall and object to policies. They vowed to turn the High Speed Rail to Snail Rail in Hong Kong. The staple saga by a Founding Democratic Party Member is an example.
The India-China Border Incident so far is more words than violence. Some Indian Politicians believe that it is achieving the goal of stopping the road construction and generating more patriotism within India. Indians will boycott Chinese Goods and create more opportunities for Indian manufacturers.
Fortunately, the Internet allows opinions from many sides. Some try to incite. Some try to reason. The First or Second World War type propaganda trying to get citizens to "die for the Nation" is less likely to succeed. When citizens experienced prosperity via peace and trade, they do not want to see their hard work destroyed.
Both Chinese and Indian Citizens experienced increasing standard of living in the last few decades. Hopefully, they will not be incited to support regional or nuclear wars. (Some of the inciting posts are from Outside Powers who want to see China and India destroying each other.)

The Communist Party Leaders in China see the Border Incident with India as minor irritation. The soldiers are asked to restrain. Media in the West tried to blow it up as imminent war between China and India. The politicians who want to derail China and India from their rapid economic growth are trying to incite via saber shaking posts. The cost to them is trivial. Will India or China be stupid enough to fall for it?
The Doklam issue is now resolved. Both sides claimed victory. No shots were fired. It was win-win. India raised the incident to attract World Attention and aroused Patriotism. China saw its own Patriotism and showed the World that it is a peaceful Dragon.

Pakistan students studying overseas have demonstrated that they are amongst the best in the World. Pakistan has developed the Nuclear Weapons. They can master technology, technology and technology.
What is keeping them from rapid economic development? Most scholars will say that the Government spend too much energy and resources on the Military. Pakistan does not have a leader like Lee Kuan Yew of Singapore. A Leader must be able to lay out the plans and motivate its people to execute the plans. A Leader must be able to encourage the Individuals to contribute their best. Motivating individuals is best done by Money.
China have demonstrated that printing money to build infrastructures will make many Companies wealthy. The additional money pumped into the economy makes many more individuals rich. Capital is not a scarce resource. Knowledge and technology can be learned. However, they cannot be learned in one day. But collectively, they can be learned in a few years and definitely in a few decades. China uses Five Year Plans. The good thing about Five Year Plans is that citizens can see the results without waiting for too long.
Now China is helping Pakistan as a main OROB project. There will be disruptions. Is it possible for the internal conflicts within Pakistan to settle down? Is it possible to ignore the external disruptions? China and India are likely to settle their border disputes peacefully. Ethiopia can grow at close to 10%. India can grow at higher than 7%. There is no doubt in my mind that the Professors at Harvard or MIT know that the key element for Developing Nations is technology, technology and technology.
They just let the Politicians slow down the Developing Nations with corruption, dead aid and propaganda. USA allowed or secretly encouraged drug trafficking – Philippines now kills drug lords to stem out drugs. USA accuses Philippines for human right violations. China was under the evil effect of opium introduced by the British at one time. Now if you sell opium in China, you are punishable by death. It took a strong government hand to solve the problem.
I am sure that the Professors also see the qualities of the Asian Students. They are more motivated. They dedicate much more time to solving the complicated problems of Physics, Chemistry, Biology and engineering. Technology can be mastered by these youngsters.

I spent much time in Shenzhen in the last few years myself. I saw the building of their subway system from nothing to one of the most efficient in the World. I spent some nights in the early hotels and flats and I also spent some nights in the new five star hotels.
When one witnesses the development of a City in front of one's eyes, one has to accept the achievement of China. Some claimed that the GDP growth figures were false. Some claimed that the citizens were worse off without democracy.
Shenzhen is one of the earliest and most successful Special Economic Zones. It already has a larger population than Hong Kong. Its GDP is likely to surpass Hong Kong soon. The mood of citizens is very different from Hong Kong. Shenzhen Citizens talk about making more money in changing jobs, in buying stocks, and in setting up businesses. Many laughed at the Democracy in Hong Kong and in USA. They prefer to enjoy their wealth, play on WeChat, than wasting time discussing politics. That is likely to happen in most of OROB Special Economic Zones. Economy comes first. Learn, master and improve the technology, technology and technology.

Thinker B: "This is not the average Ph.D. program. It aims to train the future leaders of China. The CEOs will become the top Think Tanks of China."

It is always difficult to get competent Leadership. Good Leaders grow old and need to be replaced. Western Democracy advocates voting by the masses. There should be minimum qualification requirements for the Candidates and trust the result to the wisdom of the majority of voters.
The Communist Party in China is allowing Leaders to take charge for two 5 year terms. The candidates must have governing experience. There are Five Year Plans and more long-term goals. The focus is on economy. That single minded focus has allowed the China Economy to grow uninterrupted for three decades. The OBOR initiative is likely to provide fuel for the economic engine for a few more decades.
The Internet in China is so powerful that complete censorship is impossible. Most citizens are experiencing a rising standard of living. That generates hope and support/tolerance of the One Party System. They also see stupid democracy in Hong Kong and now in USA – the champion of democracy.
The new CEO PhD program is funded by the richest man in Hong Kong, Mr. Lee Kar Sheng. Some students are from Hong Kong. They and their staff are becoming the top Think Tanks of China. Thus Hong Kong is contributing its part to the growth of China.

Governments can authorize Banks to print money. They can also authorize Banks to loan out more money than they receive in deposits. Thus, Banking is a special industry. Hong Kong used to have many small, private banks. However, they could be eaten up easily via rumors causing a run on the Bank.
In China, the Big Banks are essentially Government owned – even though their shares can be traded on the Stock Market. Some Western Advisors tell China to deregulate the financial sector. That is asking China to take poison. China took their stupid advice to let the RMB Offshore Exchange Rate float under Market Forces. That stupid advice caused China to lose over one trillion USD of its Foreign Currency Reserve. China traded in the unregulated Foreign Exchanges of UK and USA. These are effectively casinos with no limits. China finally learned the lesson. Either gamble in China's own Casino or do not gamble at all. China now ignores the Market Forces and specifies the RMB Exchange Rate at its own liking.
China can now force the RMB to appreciate slowly at a controlled pace. RMB deposits command a higher interest. RMB can be used to buy Chinese Goods. These factors will encourage individuals, companies and Nations to use RMB as Settlement or Reserve Currency. The importance of RMB will grow especially with the growth of the OROB Nations.
The lesson – Western Economists may be Economic Warriors trying to win the war. Do not trust them in the same way as one would trust scientists or engineers.

A good leader can make a big difference. Singapore was lucky to have Mr. Lee Kuan Yew as the first Prime Minister. Corruption was virtually nonexistent. The Government worked hand-in-hand with the private sector via the famous Singapore Economic Development Board.
Many regard Singapore as the "cradle of State Capitalism". China learned much from that model. Looking back, it makes sense for the Government to work hand-in-hand with the Private Sector. That is a very logical development path. Hong Kong is stupid to believe in "minimal government intervention". Hopefully, the Hong Kong Citizens will learn. Remember, everything you see is only Third Class. Strive to turn them to Second or First Class.

Encourage the minority workers to stay in some of the rooms and get familiar with the appliances. After a few years, sell these appliances to them at great discount. China plans to get every citizen to be moderately wealthy by 2020. You have over two years to do it."
Official A: "The village hotels will be built or updated with State Funds. I have the budget. I can also get private investment to run the many stores, restaurants and entertainment facilities. The goal is to get the minority race rich. I can get outside investors to partner with the minority race to run the money making businesses."
Official B: "You can also get State Help to get Tourists to come and stay. China now have subsidised tour programs for Retired Citizens. Make sure you link to such programs. When the Government decides to improve the living standards of the minority races, it can simply pump more thin-air money in that direction. In a so called democracy, such a decision may meet with much opposition from many entrenched interests. In China, this is similar to building another high speed rail. There is hardly any objection.
This is important. Sooner or later, China will make the decision to improving the living standards of poor Nations in Africa or South America. Other Nations will be treated in the same way as minority races. Deliberately helping them without anything in return is acceptable.

The Cold War ended with the collapse of USSR in 1991. USA and allies definitely had over-capacity. They chose the path of enjoying life instead of helping other Nations rich. They worried about other Nations developing nuclear weapon capabilities. They invaded, bombed or threatened to destroy Iraq, Iran and North Korea.
Such a strategy can only work for a short time as technology cannot be bottled up forever.
The alternative is to help other Nations rich. This is the path China is taking. Will it succeed? I am sure that it will be partially successful. Some projects will succeed. Some projects will fail. However, the effort is worthwhile.
The World is faced with two choices:
(A) Keep the present Status Quo – Some Nations are developed and some will not be for a long time.
(B) Get all Nations developed within one generation.

Bride: "I want to have a special wedding. It is going to be once in a life time. My family supports me as I am the only child."
Friend: "Congratulations. I envy you. Tell me about your wedding gown."
Bride: "I do not want to simply buy it from a bridal shop. I want it tailor-made. I want to design it myself."
Friend: "You have not designed any dress before. How are you going to start?"
Bride: "I spent much time at various bridal shops and looked at hundreds of photographs. I want my wedding gown to be one of a kind."
*Building a Nation is somewhat similar. One can look at existing models and have a ready-made solution. One can come up with one's special model. Few politicians have experience in building a Nation before. They have to look at existing models, modify and adopt.
China is offering its own model. China believes infrastructure development is the key. Printing thin-air money to build such infrastructures is better than borrowing money. The key element is the knowledge and technology. Governments must work together with the Private Sector (State Capitalism).
India is embarking on a similar path. It does not borrow heavily. It avoids many polluting Industries. It uses its Information Technology to identify the growth areas. It allows its population to grow (China used the one-child policy.) It adopts democracy and accepts freedom of speech with the obvious drawback of objections or oppositions from unqualified groups. Many worthwhile projects were stalled or blocked.
(In the early days of the MTR in Hong Kong, many people objected. One reason was the underground tunnels would damage the foundations of existing skyscrapers. In a democracy, the debate could last for years. In the present World, the ruling party is usually the deciding factor. If the ruling party keeps changing every few years...")

Electing the Tenant Representatives at Tanner Hill
Five Representatives will be elected to the New Tenant Association at Tanner Hill – the most prestigious retirement center in Hong Kong. Initially, few of the old folks wanted to become Representatives. Then, in a preliminary information meeting, it was explained that the Representatives would have special privileges. They will have a special office with computers, sofas and secretaries to help them. They will represent the tenants in future rent, additional facility and activity negotiations.
Someone pointed out that the policy of the Hong Kong Government is likely to put more money into such facilities. The initial District Council Members were volunteers with no pay. Then the policy changed. The District Council Members were paid and well compensated with staff and office support. Each District was given HK$100 million for the District Council Members to decide what to do.
That gave incentive for the old folks to become representatives. This particular retirement center has many highly accomplished retirees – lawyers, doctors, engineers, writers and entrepreneurs who helped to create the miracle of Hong Kong since the 1960s. Many good ideas were suggested. This may turn out to be a model for the future retirement homes in Hong Kong and China.
When a Nation is Developed and getting rich, it is able to put more resources to take care of the old folks. The facilities can be better. The services can be better. The medical care can be better. The entertainment can be more targeted. Some old folks will experience these welfare earlier. The next wave of welfare will be better when the Nation is even richer...
Unfortunately, taking care of old folks is regarded as an "unfavorable and unrewarding" profession. Few people want to go into this profession. In Hong Kong, there are the foreign domestic helpers. In USA and Europe, there is little such help. Long term policy to deal with such issues must be ready as the population in Hong Kong is getting older fast. Japan already faced such a problem. China will have similar problems soon.
*Now that the incident at Doklam between India and China is resolved. Both Nations have sensible Leaders. Both Nations can print thin-air money to continue their infrastructure development. India has 100 one million person cities to build. China will build many infrastructures for other Nations. Both have very Meaningful Economic Activities to do. It is always difficult to get competent Leadership. Good Leaders grow old and need to be replaced. Western Democracy advocates voting by the masses. There should be minimum qualification requirements for the Candidates and trust the result to the wisdom of the majority of voters.
The Communist Party in China is allowing Leaders to take charge for two 5 year terms. The candidates must have governing experience. There are Five Year Plans and more long-term goals. The focus is on economy. That single minded focus has allowed the China Economy to grow uninterrupted for three decades. Hot dry rock geothermal energy

Hot dry rock (HDR) is by far the most abundant source of geothermal energy available to mankind. A vast store of thermal energy is contained in the hot—but essentially dry—impervious crystalline basement rocks found almost everywhere deep beneath the earth's surface. A concept for the extraction of useful amounts of geothermal energy from HDR originated at the Los Alamos National Laboratory in 1970, and Laboratory researchers were awarded a U.S. patent covering it.
Although often confused with the relatively limited hydrothermal resource already commercialized to a large extent, HDR geothermal energy is very different. Whereas hydrothermal energy production can only exploit hot fluids already in place in the earth's crust, an HDR system (consisting of the pressurized HDR reservoir, the boreholes drilled from the surface, and the surface injection pumps and associated plumbing) recovers the earth's heat from hot but dry regions via the closed-loop circulation of pressurized fluid. This fluid, injected from the surface under high pressure, opens pre-existing joints in the basement rock, thus creating a man-made reservoir that may be as much as a cubic kilometer in size. The fluid injected into the reservoir absorbs thermal energy from the high-temperature rock surfaces and then serves as the vehicle for transporting that heat to the surface for practical use

If the information is real, China is doing the following:
1. Find locations where there may be a Natural Fault which can act as heat storage/reservoir.
2. Use technology to produce such Faults or Reservoirs.
3. Improve the drilling technique to drill deeper and faster. (One suggestion is to use the no drill head technology. Use Brown's Gas to burn through rocks.)
I actually used Brown's Gas to burn through bricks over 20 years ago. Brown's gas is produced by "fresh electrolysis". The Hydrogen and Oxygen atoms are still in the mono-atomic state. When such a gas is ignited, it has special properties - such as melting tungsten, burn through bricks but feels cool when touched by hand. It can cause implosion rather than explosion. But once it is not used, the hydrogen and oxygen atoms will combine to the highly explosive mixture of hydrogen and oxygen gases. The late Yull Brown spent some years in China and helped to develop some commercial Brown Gas Generators.
Note that the discussed technology is hot, dry rocks(HDR). HDR exist almost everywhere if one drills deep enough (assuming the center of the earth is still hot, molten). The trick is to extract the energy by injecting water from one hole and extracting the steam from another. In many locations, the water will go elsewhere and wasted. It is a matter of finding the right location, store and extract the heat. China is able to achieve that in some (5) experimental holes/wells in Tibet.
A concept for the extraction of useful amounts of geothermal energy from HDR originated at the Los Alamos National Laboratory in 1970.
China was able to turn that concept into successful experiments 50 years later. Technology, technology and technology.
Game Changer at the Fishing Pond and its implications.
At the Fishing Pond I frequently visit, the bait supplied by the owners used to be the traditional mixture of flour and grounded-up peanuts from oil factories after the peanut oil is extracted. Bottom fishing technique is used. The fishes caught (mainly tilapia) are usually small.
Recently, the owners reached business deals with some bakeries. They got large supply of "unused portions of sandwich bread". The half dried bread floats on the surface and the fishes compete to devour them. The fishes caught this way are usually the larger ones. The on-lookers can see the fishes rushing to eat the bait and that creates much excitement.
One fellow fisherman remarked: "This changes the equipment and technique I used all my life. I can see that it brings more excitement and thus more business to the owners."
The Game Changer is occurring at the Fishing Pond. But the other major Economic Game Changer is occurring all over the World.
The old rule of the Economic World was – Capital was King. If Nation X wants to build an infrastructure, it has to pay. It needs to beg the World Bank or IMF. It needs to get USD to pay for energy, technology and foreign experts.
The new rule is – Technology is King. Nation X should master the technology. Capital can be printed from thin-air. Some Nations with spare capacity and know-how (e.g. China and Japan) are willing to go for win-win. They accept Currency X via Currency Swaps or Mutual Credits. The new rule is – Technology is King. Nation X should master the technology. Capital can be printed from thin-air. Some Nations with spare capacity and know-how (e.g. China and Japan) are willing to go for win-win. They accept Currency X via Currency Swaps or Mutual Credits. Plan together, work together and enjoy the fruits together.

Comment 1: "A private enterprise can change the rules easily. A publicly owned enterprise will need to go through meetings, approvals, votings etc. That is why State Planning should not be carried too far."

Economist B: "Innovation can be earth shattering such as the ability to extract energy from Hot Dry Rock. Innovation can also be as simple as introducing a new dish. Anything that can help to improve the quality of life of citizens can be regarded as Meaningful."
Citizen A: "I can be an innovator too. I just visited a minority race area. I proposed that their waiters and waitresses wear colorful costumes when serving. I proposed that they should have a special logo on their products and gifts."

The post praises President Trump via his misguided policies that indirectly help the rise of China.
One of the points I would like to make here is on Currency War.
1. President Trump thinks that China deliberately lowered its RMB exchange rate to help Exports. The misguided policy is to force the RMB to appreciate. In reality, this will diminish the dominance of the US Dollar. When the RMB slowly appreciates, Nations will use it as the Settlement and Reserve Currency. It is better than holding Gold. RMB deposits earn interest. RMB can purchase almost all types of goods and services.
2. The concept of Mutual Credits has not been taken seriously yet. Some Wall Street Analysts treated it as Currency Swap with little future. In reality, this allows Nations to use their own thin-air money with their trading partners. They do not need to borrow USD thus making World Bank or IMF irrelevant. For example, China has a mutual credit arrangement of 10 Billion RMB with Nation X at an agreed, fixed exchange rate of Y within a one year time frame. This means Nation X has 10 Billion RMB to purchase goods and services from China and vice versa. Trade and investment will be stimulated. (The 10 Billion RMB will be effectively worthless if not used within the one year time frame. Think of it as gift coupons with an expiration date!)
3. The fixed exchange rate effectively pegged Currency X to RMB for the one year period for a total value of 10 Billion. This arrangement partially shields Currency X from the attack of the Crocodiles. Once Currency X is pegged, more stability in trading will result. If Nation X indiscriminately prints Currency X, the maximum risk is only a manageable 10 Billion RMB. Market forces (or Crocodiles) will not be able to devout Nation X as in 1991 with USSR and in 1997 with the Asian Nations. The present unregulated Forex Exchanges need to be reformed. Wall Street and the West will not initiate reforms as they are profiting from it.
4. The World will no longer be dominated by World Bank, IMF, AIIB etc. There will be many local national banks catering for the local needs. All these local national banks can print thin-air money with limited support via Mutual Credits. When China is successful with the win-win, plan together, work together and enjoy the fruits together OBOR initiative, many Developing Nations X will acquire the knowledge and technology. (Runs on local national banks can be prevented with some Big Government or National Guarantees such as practiced in China or Hong Kong.)
5. When local banks loan to private companies and individuals, these companies and individuals can get rich much more quickly. When the World was dominated by USA, IMF and the World Bank were used as political tools. Nation X must submit to USA to get thin-air USD. Now Nation X can print its own thin-air money and set up Mutual Credit Arrangements (plan together with other Nations, especially China).
6. The new financial rule is no longer totally domination of the USD. It will be the collective Mutual Credit Arrangements of many Nations.
*** USA cannot devalue the USD to make its products more competitive. Once a currency is a Settlement and Reserve Currency, all Nations want to keep its value high. If President Trump depreciates the Dollar or forces RMB to appreciate, the dominance of the Dollar will be over. USA cannot just use the thin-air Dollar to purchase goods and services.
*** Wall Street and the Crocodiles can use the dirty trick of attacking the Currencies via the unregulated Forex Exchanges or Casinos. But will China and other Nations fall into the same trap again???

How China is dealing the Minority Race Issue?
Official A: "I am in charge of helping the minority citizens in my district to become moderately wealthy by 2020. Their average income is USD8,000 per annum now. The goal is to increase that number to USD10,000 in two years.
Official B: "You have the database. The Government is willing to deposit money directly into the Bank Accounts of the minority citizens. What is the problem?"
Official A: "I want to do more Meaningful Economic Activities. I want the minority citizens to feel self-confident. I want them to feel that they earn the money via their own efforts. The most popular approach is to turn the district to Tourist Attractions. I can spend money to build Top Notch Village Hotels. I can train many citizens to performers, cooks, tour guides, store owners etc. But I want to innovate."
Official B: "Use the Internet. Have a Competition to get the best ideas."
When Officials are motivated in this way, how can China be poor?

That speech in 2014 was outdated. China started to focus on reforming its welfare system then but the pace is at "China Speed". Every Citizen will be moderately wealthy by 2020?

What are the technologies that China and Allies can compete in the foreseeable future?
1. Combustible Ice
2. Hot Dry Rock Geothermal
3. Biotechnology that will provide Food Security for all
4. Energy efficient cities that will eliminate pollution
5. Internet and ecommerce including cashless transactions
6. Information Technology that will lift all Humans out of poverty
7. Financial Technologies that will provide security for every Nation against Economic Wars
8. Transportation Technologies covering roads, rails, planes, drones and other flying objects
9. Space Stations and outer space travel mechanisms
10. Military technologies that will deter any Nation from thinking about wars
The most important factor that may derail scientific and technological development is WAR. China and all Nations must avoid wars of any form – including border disputes, ethic wars, regional wars, nuclear wars and economic wars.
It is fruitless to bottle up technology in this modern era. Nuclear weapon technology will be mastered by any determined Nation. The better solution is win-win, plan together, work together and enjoy the fruits together. The two camp competition idea may worth investigating. USA and Allies in one camp. Russia+China and Allies in another camp. The competition is to get the Developing Nations rich. Poverty and ignorance will disappear within one generation and all Humans can enjoy a good standard of living.

Went fishing again. Apparently, most customers now use bread supplied by the owners as bait. I caught over 100 fishes including 10 big ones in about 5 hours. I ate a two pounder to reward myself. It was delicious.
Innovation can be this simple. You do not need to study for years to get a PhD to innovate.
Everyone in China is encouraged to innovate. The many "minor innovations" will bring a higher standard of living and happiness. I already enjoyed the innovation of others...

A Sure-Win Business
There are some businesses that can be classified as sure-win businesses. This is due to the fact that a Government can create money from thin-air and that a Government must increase the money supply for its citizens to become wealthy.
China does many infrastructure projects. Thin-air money is given to many construction firms. So long as these firms can perform, they can be treated as sure-win businesses. They will always be paid. The companies that supply the meals to their workers can also be treated as sure-win businesses indirectly.
The sure-win comes from the Trust in the Government and its ability to increase its money supply.
One suggested sure-win business is for a Government backed Company X to invest in tourism related industries. It can provide a Government X backed guarantee that no matter what happens, the investor can convert his shares to tour packages within Nation X.
The Investor wins as the risk of investment is reduced. Company X wins as it gets the capital to develop the many projects. Nation X wins as it is guaranteed more tourists. It is a win-win for all. Is that a sure-win business? Can a small Developing Nation take advantage of such an opportunity?
One important element in the Belt and Road Initiative is Exchange Rates. There are many countries involved. Should all trade be based on USD?
China's answer is NO. China is using Currency Swaps and other techniques.
