  I've been interested in the research by Don Smith for a long time. 
Don passed away about 14 years ago, but his contributions live on.
Below are some of his notes, reprinted (in the book identified in the URL).
   
    I invited comments on the energy research by Don Smith - and any recent progress in replicating his devices.

   Hi Prof.
   From the looks of the diagram, that was not a self running device. So, what is the point, if it needs a battery to operate?
   What am I missing?

Nick, The battery is the feed back circuit, once started it runs till it's stopped.

Any way what stopping you from modifiying it your self to self run and auto stop?

Hi PhysicsProf,

This is a how-to video by Don Smith. It’s a slight variation of the circuit in the hand notes page you posted.
I’ve recently began looking into this as a possible part to my current experiment.

Hi Cadman,

I attach the chart the ARRL has included for decades in their Handbooks. 
  (Let me note though that I do not think someone attempting to replicate DS's setup in question was retarted or failed by the lack of such charts, to put it mildly.)

I think Cadman refers to another reactance chart shown below.

This chart can be found in the "Donald Lee Smith - Practical Guide to Free Energy Devices"  PDF page 92 here:

But the reason Don Smith mentioned this chart (page 89 bottom / 90 top) is to find the parallel resistor value for "pulling down" the resonance frequency of an LC circuit which of course does not work that way.

Okay Itsu, indeed the chart you show can help to arrive at a missing reactance.  I did not remember this chart was also referred to by DS.

there was a lot available, but much seems to be gone now.

I guess the best thing is to look in one of the forums about Don Smith like here:

Nick i have seen this it needs the battery to stablise it self it's feed back loop that alows it to self run.

Q:           Could you please give a hint on what might be a good frequency to start at with the magnetic resonance circuit, KHZ or MHZ?
A:            I like to work with battery powered 12 Volt, neon tube transformers. Their operating frequency is 20-30,000 cps. This happens to be in the frequency range which Hulga Clark uses for much of her work. It’s in a range which is mostly harmless to humans and deadly to disease mechanisms including most viral which includes many so called incurables. My new fluorescent light bulb with the negative ion device built-in uses this same system and the Clark Frequencies (not mentioned in the packaging) as a bonus. In about one to two months these bulbs will be available for about $49, each at Home Depot, Radio Shack and many other places all at once. The bulbs give 100 watts worth of light for 20 watts of electricity and last 100,000 hours. My Tokyo Office is selling one million bulbs per month in Japan for the equivalent of $60. US. The factory which we own is stepping production to 5 million bulbs per month so that other markets can be serviced. Probably will also have a factory in Mexico. The Mexican Patent is pending. Japanese, US, WIPO and EPO Patents are Pending. The Bulb is called-marked “E-On light”. The factory is in Korea The Japanese and Korean counterparts came to Houston for the month of February for strategy planning for World Wide Distribution and My Input.

The above post by the late Don Smith is astonishing, to say the least.
If true then two matters spring to mind.
1 Don Smith invented the low energy cfl light bulb.
2 Every low-energy CFL bulb has an "OU" circuit in it.

Does it have a ground fault protection circuit? More commonly known as a ground fault circuit interrupter (GFCI) due to US influence. Here in the UK they are known as residual current devices (RCD).

What frequency does it run at?

there is no ground wire, and the device is filled with some form of resin.
I haven't checked the frequency.  My main requirement was that it was AC, which it is.  So many of these high-voltage modules are DC and not useful in our research.
The magnetic field is reasonable but not that high, so you would need a few coils to raise and lower the voltage to get your large magnetic field.
A small plasma ball gives many times more magnetic field strength for example.

Thanks, that's really good to know. I've been looking for a 2-4kV high voltage supply without ground protection circuit.

Lack of a magnetic field isn't necessarily a bad thing, depending on which Don Smith device you're trying to replicate. I believe his Don Smith Effect (DSE) device uses high voltage and no current, i.e. static. I think what he's saying is that you apply high voltage to one plate and then intercept the ground charge in-between the other plate and earth ground.
