Maybe I can try to fill in some gaps, the reference to discrete energy steps, quanta, relates to a universal clock. That is UR, the Universal Radiation field, which induces all particles creating what we call an electric field. One could say there is no such thing as an electric field persay as all electric phenomena are determined by these field interactions... E is simply a specific field related phenomena.
These induced fields in particles are always in correspondence with the Universal Radiation field as it induced the field, the E field being an interference pattern between the UR field and the induced field(s). In a sense the E field around a particle or as an aggregate in tangible objects is simply a quantum variation of Lenz law. This is why the E field exists, why it is universal and eternal. What we do, what we know of the electric field does not and cannot change it on the most fundamental level we are simply moving it from here to there.
The magnetic field is simply another variation of the same phenomena, E is induced by the UR field and whenever the E field is displaced relative to the external UR field another field related phenomena occurs. We now have a moving (UR induced) moving (UR displaced) field which we have called a Magnetic field.
This is the most basic model without any real specifics however it should be understood the UR field is immobile having no direction, it is our Aether. It is an infinite coil wrapped around our universe acting inward/outward thus direction and the concept of straight lines is a mute point. It is not a function of something but everything hence the confusion and every star pumps the field as all matter absorbs it and reflects it, all bound to the same universal clock. The most fundamental mistake is perceptual in seeing a force acting outwards when it is simply a reflection of something acting inwards/outwards, equal yet opposite.
I think the article grumpy posted highlights the extent of the conceptual problems we face. Obviously we will never get anywhere by moving tangible objects about when the object is in itself an aggregate of parts bound to the same rules. As such the phenomena in the article posted does not relate directly to the Electric field, it does not relate directly to the Magnetic field as explained above because they are simply effects of something else. All are bound to the full weight of the entire EM spectrum as we know it covering the entire universe as we know it. The discrete field interactions are simply a means to access the internal universal clock which dictates the properties of matter.
It is as follows, the field disturbance (our input) must act inward past the surface effects dictated by matter, past the secondary fields due to internal displacement, past the primary fields which bind matter and effect the field wave function being reflected outwards from matter itself in it's most fundamental form...the universal clock.
It is not easy to accept it is very hard because our mind is telling us one thing based on what we are told, what we see and measure and intuitively we think we cannot effect any real change in anything. We sit at our bench and we see bulk objects, we see lifeless coils of wire and magnets and switches and we tell ourselves there is nothing there for us. The alter ego to our senseless toil is that the entire universe as we know it is "dynamic" and we and everything we will ever know are bound to one another through motion. Look to the stars and know we are as much a part of it as it of us, we are born from it and everything is living and breathing as we are everywhere. What I can tell you is that when you do understand it, when you make the universal connection, when you believe what you already know on some level you will know it because you will never look at anyone nor anything in the same way.
Embrace it when you go to the bench and believe you are not simply there to make some mindless electrical connections you believe cannot work...you are there to breath life into whatever you can imagine. Find your own personal connection to a dynamic universe you are fully immersed in and then connect your device to it. I think we know this intuitively, Life and Growth are reciprocal, we must breath life into whatever your imagination can create.
