One question that has perplexed me is why SM used a wire spool. Why not use a cardboard tube of the right diameter. Supporting the windings on the wire spool would seem to be a more difficult approach.

One answer may be that a little bit of motion or vertical flexing is allowed with the plastic spool that would not be available if tightly wound on a cardboard or plastic tube. Ultrasonic drive could result in beat notes of a much lower frequency that would explain the vibration and gyro effects of the devices.

Another thought is the distance between the windings could be critically tuned by varying the spacing of the spool halves.

Spheric made the claim that SM discovered the effect while observing dual voice coil speakers. He may have been feeding signals with varying phase differences into the two voice coils as part of his spatial 3D research, attempting to get the cone to drive slightly in the X and Y as well as the predominant Z axis.

Here is the quote from "Spheric"

" As part of experiments, associated with what would become his 3D spacial control patents, he was using these delay elements with custom made bifilar wound voice coils (i.e. air coils) and unexpectedly detected an anomolous signal on his spectrum analyser."

It seems this would be a good starting point for research i.e. a bifilar voice coil immersed in a magnetic field that is allowed a range of motion in one or more axis in that field.

Dual voice coils could loosen under extreme drive conditions creating the "effect" that interested SM.

A rough guess is that the collector coils of the larger and smaller units were also allowed a certain vertical displacement or range of motion in the soft cork-like interior that served as a support for the collectors.

How do you model that in a simulation that assumes coupled inductors are fixed in space? Probably with motor or voice coil modeling.

If the collector is restrained from moving, then the force applied will induce currents instead of motion.  If you reverse that, then it may be possible that some motions will produce the force.
