Please propose the optimal system for measuring this precession frequency.

The problem I have is that at my age (90) I have no recollection of the intellectual journey that brought me to my conclusion.  I have to re-read everything I said to get back to that point, and at the moment I can't afford the time to do so as my wife is very ill and that is my priority.
