AC Rectifier circuit - Power Factor Correction problem

I made this power factor correction circuit for a rectifier I'm designing.

I'm having a problem figuring out how to prevent the massive current surge when the circuit is first powered up. I'd ideally like a soft start if possible? Does anyone know how to do this?
