I think Hooper's theory is based on a misconception. He believes that the Magnetic field around a moving electron, forming circular field lines around the electron, actually moves with the electron so that the vXB flux cutting rule applies where v is the electron and hence the field velocity. That would be a radial electric field which would show up around a current carrying wire. Where is the evidence for this? AFAIK there is none.
Also if Hooper's premise were true there would be no such thing as the pinch effect in electron beams, where each electron is moving with Hooper's moving fields from all the other electrons, and where there can be no flux cutting or crossings of field lines. The pinch effect demonstrates that each moving electron imbibes the space around it with some altered characteristic that we know as a stationary magnetic field. Certainly a stationary observer will see that field rise and fall as the electron passes by, but that rise and fall is rather like waves on water, there is no actual lateral movement of the water. The observing electron has to move through the field to sense a force which we can represent as an electric field as "seen" by the observer E=vXB but now that v belongs to the observing electron.
