What I understand is that a high-voltage, high-frequency source with adjustable frequency is needed. Current response depends on frequency. Frequencies are 100 kHz and higher. A metal mass (copper tube) is attached to the hot end, accumulating potential. When a low-frequency transformer is connected, an arc with a high-frequency burst occurs, starting at an amplitude of 220 volts. This is called automatic resonance; current is generated at the peak of the amplitude.
Setting up the current is simple: we hang the current clamp on the ground wire and change the frequency of the high-voltage generator to the desired current value.

The circuit is divided into a high-frequency current section and a low-frequency amplitude section. To keep the high-frequency current in its own circuit, it is shorted by a capacitor, which acts as a short-circuit at high frequencies—very low resistance—but for low-frequency amplitude, it acts as no resistance, as my previous experiments have proven.

Briefly, the conversation between Kapanadze's assistant and Kornei revolves around a ground wire that sparks, and his electronic device shows different currents on it. The pointer device doesn't show any current, so he considers it interference. To which Giya replies, "No, the device shows current correctly! What frequency are you using?" Kornei, unaware, says it's just sparking, that's all. Giya says yes, that's how current is generated in Kapanadze's setup, but he doesn't know how it's used; only Kapanadze knows.
Giya tries to find out how close Kornei is to replication, what he has, and how it's done. Then, having confirmed that he's still far away, she moves the conversation to other topics.

I'll also note that what was mentioned in the conversation was that the high-frequency generator operates not directly from the primary power source, but from a charged capacitor! Kapanadze was so worried about the current flowing into the primary source that he severed the power supply to the high-frequency, high-voltage generator.

Thank you Delamorto for your insight and conversation description. The english translation of the video was little bit weird .

I am thinking about the principles and I have also some theory about moving charges in the ground connection. But I'm still at the theoretical level.
