As long as you believe that the highest levels of government, CIA etc are incompetent, you will buy the "typical government bungling" scenario. Just because you see such actions at the lowest paid drudge jobs of government does not mean it applies to the highest paid very professional levels. It is very safe for them to keep your mind in that box. I have worked in numerous government agencies as an engineer and can assure you it is no cover story, the level of incompetence is very real. Let's throw a little logic at this statement, do the highest paid professionals have the facts?, No they always rely on others to interpret the facts for them. In the real world the lower levels gather pieces of the facts together then the managers interpret them then the higher levels receive opinion's based on these interpretations, I know this and have seen it in action--- It's Fubar. It shouldn't take a rocket scientist to figure out that making decisions based on outdated second or third hand information is not an intelligent thing to do and the information is only as good as the person who gave it to them.
